Just look at how Ivanhoe Cambrdige scaled back its original plans after announcing it "discovered" an aquifer and couldn't come to terms with HBC.
My guess is that if HBC didn't agree, the whole concept would go back to the drawing board..

Thanks OD, I can't remember if Target bought the Zellers lease from HBC at Oakridge and if they sold/gave it back to IC when they left the country.
It would def make sense if HBC kept the Target lease for Oakridge, since the Bay and Target was all one piece of Woodwards, that gave them more leverage.
Safeway didn't inherit the same lease conditions from the old Woodwards FF>?
