There are 4 major spenders:
Health, Education, Infrastructure, and Family Services.
Where are you going to cut? Health and education are already on shoestring budgets (per capita) compared to what they were a few years ago (I was on a Hospital board in rural Manitoba for a few years, so I know). Infrastructure spending is finally taking a chunk out of Manitoba's worse than national infrastructure deficit. Family Services is a hornet's nest that is going to be terrible to clean up, but there may be some modest savings to find there, eventually.
Seriously, there aren't many places that the PCs could realistically cut.
