It's a lot of space to fill commercially. And you would still need to do $$ renovations.
It would be great, but we all know the commercial/office absorption rate in downtown Winnipeg is basically nil, especially buildings with zero parking.
Like I have mentioned before, if we cannot fill commercial/office spaces downtown, fill 'em up with residential. Eventually something will have to give, but until it does, encouraging (yes subsidizing) more residential will pay off.
