Indeed, the area is built on top of the former city dump. Those T and J shaped vents are somewhat to deal with gas buildup.
I can remember over the last 20 years the Superstore has needed to dismantle and rebuild the retaining wall on the North side. When Art Knapp was where Winners is now there was some wicked depressions that formed in the parking lot after it was paved. When Landmark was being built they dug down and into the landfill and relocated a notable amount of trash, presumably to cut through to something more stable to build on. They also put in a ton of pilings.
Before everything but the Superstore I remember there was some sort of amusement park and Go-kart track that sat on top of it. Lightweight structures that were less prone to settling issues.
