I'm not to sure about that. Every level has at least one entrance to the outside. Level 1 has two entrances on Rideau (food court and under the main skywalk to Freiman Mall), Level 2 has one entrance (Transportation Building) and Level 3 has one entrance (MacKenzie-King Bridge).
On a different note, looking at the subway entrance, it seems very little space in the former food court will be lost as the escalators have enough room to dive under. I would like to see how the elevator between the subway platform and the Rideau side of the Freiman Mall bridge will work. Heck, after the re-instatement of the Ogilvy façade, the whole subway connections is what I'm looking forward to seeing the most.
