That yellow was to match the adjacent Beth Shalom Synagogue, I think.

I always thought that it would be an amazing top floor restaurant space with some indoor/outdoor (covered) space looking south.

So why not have both? A restaurant/lounge/nightclub on the top floor and a restaurant/pub in the podium. Win-win!
