I hope so (I'm pretty optimistic, actually) but I don't think it'll be soon. After a good few years between '08 and 2011, NS has been losing population for the past couple of years.
These charts paint a pretty unpleasant picture, as does this one.
The government's
population projections show the province peaking right around where it is now, and then entering a slow but steady population decline for the foreseeable future.
Thing is, that's largely due to Cape Breton and a few other rural jurisdictions which are out-migrating to Alberta at an enormous rate. We could well see a scenario over the next few decades where Nova Scotia overall shrinks, even as Halifax grows. But 750,000 within 25 years might be wee bit over-optimistic.
None of us knows how the shipbuilding contract will shake out, and I'm very optimistic about it, but it's still taken 20 years to add 30,000 people, and the population has been in decline since 2011.
