There's only 1 full size gate that can be used for international flights & that's Gate 2. When you arrive at Gate 2 and come up the Jetway there are two sets of glass doors. One leads to Customs and the other leads out into the passenger concourse. If you're arriving on an international flight, the glass doors to the passenger concourse are locked, forcing you to go to customs. If you're arriving on a domestic flight, the glass doors leading out into the passenger concourse are unlocked.
At all the other gates, the Jetways lead directly out into the passenger concourse, so there's not really an easy way to ensure those passengers actually go through customs.
The vast majority of international visitors attending the race will probably enter the U.S. at one of the gateway international airports like LAX or JFK, ATL, etc and clear customs there, and then take a connecting (domestic) flight to Austin.
It's only these charter flights that we have to worry about. I don't know why they can't just use the old low cost terminal and Gate 2.
