It's not a huge deal but it just seems weird. Why go to the trouble of building such small upper decks?

The closer you put the 2 levels of suites/boxes, the steeper the rake of the upper deck needs to be in order to ensure all people can see all parts of the field.
It's a balancing act really. Also, I think they have a hard time selling upper corners (just for sports in general)... they are the least desired seating option, so they decided to forego them.
Just guessing though...
(I wouldn't have minded a fuller upper tier though)
