Top of the Rock wasn't a "new" deck when it reopened. It had earlier decades as a top tourists spot. So when it reopened, it was a known entity. Likewise, the WTC observatory, though not the original, was also a known entity. The Edge at 30 Hudson opened just in time for the pandemic to take hold. But that didn't stop the crowds. I thought it was was that from the Top of the Rock and Empire State decks, both of which had a lot less traffic from pre-pandemic times, you could still notice the crowds at 30 Rock. That's because tourism was dead at the time. But then I realized those were locals who had likely already been to the standards (ESB, WTC, etc), and the new kid in town was strange, something to be investigated. One Vanderbilt was a splashy, shiny, new attraction.
This new deck on 8th Avenue will be another Times Square attraction, sucking up the tourists like a vacuum.
