It's interesting to consider this development story with HRM by Design and the Centre Plan, and the folks who say there never was any limiting effect on development in the urban core (i.e., it was easy enough to build and the amount that happened simply reflected demand at the time). This dynamic used to be the norm around HRM, although there were some older development agreements that allowed some developments to proceed more easily.

AllNS is reporting this morning that the builder has submitted an appeal to the NS Regulatory and Appeals Board.

Let's hope HRM just stands back and lets the board do its job, and doesn't squander our tax resources by trying to participate in the appeal.

The only question to be resolved by the board is whether the project reasonably meets the requirements of the applicable planning strategies.

This rejection surprised me, more reminiscent of the steady “no’s” we saw in the 2010s. I think it is the same developer who “erroneously” added 2 extra floors on Windmill. Hopefully the decision was based on defensible policy.
