I don't really see this at all.
Go to any pedestrian zone in W. Europe (or, to be fair, Germany and Austria, since this is where I have lived) and there are lots of gutterpunk types with their dirty dogs, old drunk dudes and the like.
I have seen the same in Paris, London and Amsterdam, particularly around pedestrian zones and main train stations.
In contrast, I do not see a ton of visible homeless in the U.S. outside of the West Coast. I think they are more visible on the West Coast because of the year-round mild weather.
Now I don't know who has more homeless, because I obviously can't count everyone on either continent, and visible homeless may or may not be a proxy for overall homeless. Tons of folks may be "hiding".
