It's all part of a negotiation.
I'm sure they knew this would be an issue.
But why come to the table with a solution when if you did neighbors would find something else to complain about.
If you come to the table with a perfect project, people will still complain. You have to leave something on the table to negotiate. If not, your perfect project will be ruined.
This is why developers come with buildings that might be 30 floors when they intend to only build 25. Or 50 parking spots when they're okay with 100.
It just doesn't work the way you suggest.
