Developer pursues incentive for $152M Memphis project

A national data center developer is seeking a 15-year PILOT to build out a data center with an overall investment of $152 million.

5C MEM01 Inc., a Delaware corporation associated with national data center developer 5C Group, has applied for the PILOT (payment-in-lieu-of-taxes) as it looks to turn the campus at 4300 New Getwell Road — that was the former headquarters of publicly traded Fred's Inc. until 2019 — into a 60-megawatt data center.


The facility is already listed on 5C's website, and according to the website, it was scheduled to be partially online earlier this year.

The project is set to create 15 jobs with an average wage of just over $100,000, per the EDGE PILOT application. The roles listed for the facility are engineering and logistics focused, and the lowest paying role is $96,000.


"The applicant will redevelop a blighted, one-million-square-foot former distribution center in Memphis into a state-of-the-art data center facility providing large-scale computing needs to major technology and artificial intelligence companies serving a broad range of end users," the application stated. "Business activities will also include facility management, equipment maintenance, and continuous systems monitoring to ensure reliable, secure, and energy-efficient operations."

The data center is to be made up of 11,000 graphics processing units (GPU), or about a tenth of the initial scale of xAI's Memphis operations. 5C's website said that the facility will need 60 megawatts of power when fully maximized, enough power to electrify thousands of homes.

The PILOT is scheduled to be considered at the next EDGE board meeting on Wednesday, Nov. 19, at Junior Achievement's location at 516 Tillman St. in Binghampton.

Permits filed for $90M project in Arlington

An Orgel project in Arlington has filed to get underway for the entirety of a multifamily portion of a $90 million mixed-use development.

Providence Place filed a permit to begin work on the first and largest of a trio of multifamily loft buildings in July. Now, the Benjamin Orgel-led project has filed with the Memphis and Shelby County Division of Planning and Development to begin work on the remainder of the buildings.

The second building is set to be over 31,000 square feet and cost $5.7 million to build. It would bring 34 units to the development. The third building would stand at 62,500 square feet. It would cost $11.4 million to construct and hold 60 lofts. The lofts would also feature ground-floor retail.

The site features 154 lofts in total. The lofts were designed by Memphis-based 4FDesign and are being built by Germantown-based Patton & Taylor Enterprises.

"Our team is extremely excited to be moving forward here," Orgel said. "Arlington is a wonderful community that we are honored to be a part of. This is going to be a great project for the Arlington community."


There are also plans for 25 detached single-family homes, 38 townhomes, a one-acre lake with a fountain, community garden, open plaza, and pedestrian corridor. The 45-acre site is at the intersection of Milton Wilson Drive and Airline Road.

Orgel told MBJ in July that the group is under contract with a hotel developer for an 80–90 room hotel. Billy Orgel's development firm, Tower Ventures, purchased the site from the Bank of Bartlett in 2022.

Landmark East Memphis property to be razed soon

The former Macy's department store building at Oak Court Mall is set to be demolished soon, according to filings with the Memphis and Shelby County Division of Planning and Development.

Josh Poag, the leader of the group of Memphians who bought the mall in 2023 for $14 million, had stated to MBJ in April that the plan was to demolish the former Macy's this year and the larger mall site next year. He now says that the group is on schedule to follow through on those plans.

"We started the demolition 90 days ago," Poag told MBJ on Oct. 14. "But, of course, the first part is clearing it out, and we had asbestos removal. This is a permit where the cranes will start coming out and demolishing the building."

Macy's announced at the start of 2025 that the 400,000-square-foot store at 4545 Poplar Ave. would close. Signage was off the property by spring as the retail giant departed Oak Court.

Now, the former Macy's property is set to be cleared, as Poag and his partners plan out the future of the site. He told MBJ that the demolitions were the initial move to getting the development underway, but stressed that the larger development is still in the early design and estimation stage. He also said that the demolition of the larger mall is still on schedule to take place next year.

"The first step is … demolishing the Macy's," he said. "That's where we've been spending time. The contractors have been spending time clearing out the interior, and we're now at the point where we'll start bringing down the building itself, and the anticipation is that we're still on pace to demolish it all [Oak Court Mall] in 2026."


Poag also said that the demolitions will both happen before any development gets underway at Oak Court. Uncertainty about the economy, as well as general development planning, has made it so the group does not yet have a timeline on the development at the expansive East Memphis site.

"We'll end up with a clean site before we do any vertical development," he said. "The vertical development is a huge unknown, just because of where the economy is and where retail and financing and everything is."

Elon Musk's xAI breaks ground on $80M-plus water recycling plant

Elon Musk's xAI has ceremoniously broken ground on its $80 million-plus water recycling plant in Southwest Memphis.

xAI employees, Memphis Light, Gas and Water (MGLW), the Greater Memphis Chamber, members of the Memphis City Council, and the Tennessee Valley Authority (TVA) were on hand for the groundbreaking on Friday, Oct. 10, at 3029 Paul R. Lowry Road to praise the area's first water recycling facility.


The plant has been in the works since late 2024 and is set to take 13 million gallons a day of treated effluent from the T.E. Maxson Wastewater Treatment Facility and send it for industrial use to the TVA's Allen Combined Cycle Plant and xAI's first Colossus location. The project was originally set to send treatment to Nucor Steel's local plant as well. Brent Mayo, who heads up xAI's local projects and is its senior manager over site builds and infrastructure, said that Nucor was no longer involved with the project.

"We’ve been at the table with xAI and MLGW on the new recycled water facility in Memphis," said Don Moul, president and CEO of TVA. "This initiative not only reduces our need to purchase water from MLGW for our nearby Allen Combined Cycle Plant, but it also eases demand on the region’s potable water system. By recycling water for cooling purposes, we’re helping to preserve drinking water for the community and advancing a solution that benefits both the environment and the Greater Memphis area."

Instead, Mayo and Mark Carroll, a wastewater engineer leading the water recycling plant efforts for xAI, said that the company was in talks with other users for the remaining 1 million gallons of capacity.

The xAI Colossus Water Recycling Plant is set to create about 15 jobs, according to Carroll, and the facility is scheduled to be online in late 2026, with Mayo providing an estimate of Q3 or Q4 2026.

"This is a state-of-the-art facility and is highly automated," Mayo said. "80% of the equipment was made here in the USA, $10 million of the equipment was sourced directly from Tennessee distributors, and $2 million of the equipment was sourced from Memphis distributors directly."

xAI has already filed for two construction permits with the Memphis and Shelby County Division of Planning and Development — at a combined value of just over $15 million — to begin new construction work on the facility. One permit is to begin structural work on the treatment facility and the other to begin building pumps and do electrical work at T.E. Maxson to serve the wastewater facility. Nashville-based Gresham Smith, which has a Memphis office, is listed on both permits.


Mayo and Carroll said that xAI also hopes to host local and national tours of the facility when it opens next year.

"We will hire and train local applicants for technical careers as licensed wastewater treatment operators, and we will be open for community tours and others in the industry to learn how we develop this in the manner that we have done it, how we have constructed it. [That] will allow others that come into the region and/or the United States and show them how to build these things fast and be a contributing member to the communities that they are part of," Mayo said.

Huge International Paper office building sold

One of the highest profile towers in East Memphis is falling into new hands.

Chicago-based Peakstone Realty Trust has sold the International Place IV building at 1740 International Drive to AXS Opportunity Fund LLC, based in Beverly Hills, California. Terms of the new deal were undisclosed.

The 238,000-square-foot building was last sold in 2019 when Highwoods Properties began to exit the Memphis market. At that time it was sold to the Los Angeles-based CIM Group for $76 million. Filings with the SEC show that CIM OFC Memphis LLC — which acquired International Place IV in 2019 — is a subsidiary of Peakstone Realty Trust.

Though the transaction is in essence a sale, it won't appear that way on paper. The tower is technically owned by the Economic Development Growth Engine (EDGE) for Memphis & Shelby County due to a PILOT (payment-in-lieu-of-taxes), which remains in effect until the end of 2031. The sale would instead see EDGE's lease to Peakstone transferred to the tower's new owner. As a result, a traditional deed would not be posted on the Shelby County Register of Deeds database.

The seller was repped by John Lamberson and Terry Radford with CBRE and by Justin Parsonnet, Jay O'Meara, and Ryan Reethof with Newmark. Melissa Russell with CBRE also assisted on the deal. The buyer represented itself.


It's the second major office set to swap hands recently. The Downtown office known as Prospero Place is under contract and expected to fall into local hands later this month.

Now, one of the primary buildings where International Paper leases office space will have new ownership. Boyle Investment Co. will continue to manage the building.

"We’re excited to welcome International Paper to our tenant roster and to expand our presence in the Memphis market," Shahram Afshani, president of the AXS Opportunity Fund LLC, told MBJ. "This acquisition reflects our continued strategy of acquiring mission-critical office assets and marks our second acquisition over the past month. We look forward to supporting International Paper’s business objectives through a long-term partnership."

Prime Downtown site changes hands after developer's ambitious plan falls through

A foreclosure sale has taken place at another of Tom Intrator's major properties.

The property at 122 S. Main St. was the site ofdevelopment sites that developer Intrator proposed and failed to deliver. The building was owned by S. Main 122, LLC, which names Intrator as manager.


Intrator proposed a $99 million Dream Hotel at the former Royal Furniture store in 2019, potentially adding a high-end hotel to a main node of the Main Street Mall. Delays and redesigns hampered the project, but it returned in 2022 with a much higher scale and price tag. In its last incarnation, it would have stood as a $99.3 million marvel with 181 keys.

But the Dream stayed a dream, and the proposed project's site has now fallen into the hands of a New York company after a $2 million bid.


Filings with the Shelby County Register of Deeds from earlier this year show that the Environmental Court of Shelby County lifted a bar on transfer for the property to allow a foreclosure sale to proceed. Staten Island-based JG Funding Corp. acquired the property in a courthouse auction on Sept. 19, according to a deed filed Sept. 30. The company served as the lender for the Dream Hotel project.

JG Funding could not be reached by deadline.

A different LLC associated with Intrator also lost its former base of operations at 18 S. Main. That building was acquired via foreclosure with a credit bid from a Texas firm, which had served as Intrator's lender. That firm plans to partially redevelop the property before selling it off to a new developer.


Though the Dream Hotel never came into being, the empty site remains brimming with potential: 122 S. Main sits in one of the busiest sections of Downtown, with heavily trafficked spots like The Majestic Grille, 100 Peabody Place, and several apartment complexes all literal steps away. That's not to mention that the site sits near attractions such as Beale Street, The Orpheum, and the redesigned Tom Lee Park.

Intrator-connected entities did deliver a few smaller developments, including a renovation and new tenants at the historic building at 372 S. Main St.

At another property, 107 S. Main, contractors had taken out liens against it. However, the proposed coworking space is now advertising in the location.

The site of Intrator's proposed $1.1 billion Pinch District project was sold to ALSAC, the fundraising and awareness organization for St. Jude Children's Research Hospital. The organization purchased 23 parcels in the Pinch last summer, and is planning development in the area.

$70M multifamily phase moves long-awaited Memphis project forward

Carlisle Development Co. is set to start construction on 275 multifamily units in Cooper Young.

A $70 million building permit was recently filed with the Memphis and Shelby County Division of Planning and Development to begin work on the multifamily portion of the company's mixed-use Cooper Young development, The Cooper.

The development is to be located at the former Albert Cook Plumbing Co. site in the Cooper Young neighborhood between Central Avenue and York Avenue and west of Cooper Street


The permit covers the entirety of the multifamily portion of the project, including 248 apartment homes and 27 townhomes. With the filing, that puts the construction schedule on time for a previously promised Q3 groundbreaking, with the project expected to come online in 2027. Carlisle received a certificate of appropriateness for the project in August.

The project was designed by locally based architecture firm LRK and is being built by Memphis-based contractor Grinder Taber Grinder.


A development on the site of The Cooper has been a long time coming. Mixed-use has been planned at the site for years. At one point, it was set to be known as Central Yards. The Central Yards project's financier was convicted in a $3.3 billion Bitcoin heist, and the development fell into bankruptcy. When it went up for sale, a joint venture between Carlisle and Atlanta-based Aspire Partners purchased the site in 2024.

From there, Carlisle retooled the site's development, adding a hotel and decreasing some of the multifamily aspects and retail square footage. Development estimates for the site climbed from $76.8 million when it was Central Yards to $137 million, per the project's most recent estimate, as costs grew in the post-pandemic economy.


The entrances to the apartments and townhomes of the multifamily portion of the development are set to run along York, with development on both sides of the street. The eventual proposed hotel would stand at the corner of Cooper and York.

NYC-based developer to invest $12.4M in Tipton County

A national affordable housing developer is planning to revitalize a 19-building property in Covington.

New York City-based Fairstead plans to spend $12.4 million to redevelop the 148-unit Broadmeadow Place Apartments in the heart of Tipton County. Fairstead acquired the property in 2022.


“Our work at Broadmeadow Place represents Fairstead’s commitment to our communities nationwide, from preserving affordability to investing in communities and delivering high-quality housing for families and seniors alike,” said Fairstead CEO Jeffrey Goldberg in a news release. “We’re proud to bring our first LIHTC [Low-Income Housing Tax Credit] project to Tennessee and look forward to partnering with local stakeholders to create lasting impact for Covington residents.”

The apartments, located at the northern portion of Covington at 150 Peeler Road, are comprised of 20 senior units and 128 units priced at 60% of the area median income (AMI).


All units are set to get energy-efficient stainless-steel appliances, updated countertops and cabinets, as well as updates to the bathrooms, flooring, and walls. Units are to feature a washer/dryer in every home, and free high-speed internet and cable.

The buildings will also have updated lighting and electrical systems, upgraded windows, new facades and exterior paint, and improved entrances. Carmel, Indiana-based CRG Residential is the general contractor on the project, while the architect is Baton Rouge-based DNA Workshop.

The project is the first LIHTC project headed by Fairstead. The project is also backed by Regions Affordable Housing, the Tennessee Housing Development Agency (THDA), and the City of Covington. Renovations are scheduled to begin this fall and set to be complete a year from now in November 2026.


“This investment in Covington is a win for families, seniors, and the future of affordable housing in Tennessee,” THDA executive director Ralph Perrey said in the release. “We’re excited to see the transformation of Broadmeadow Place and the positive impact it will have on residents.”

Central Lofts development in Midtown begins leasing

A $19 million apartment development has officially started to deliver.

Central Lofts, a 127-unit complex directly across the street from Simmons Bank Liberty Stadium and the Children's Museum of Memphis, has been listed on rental websites with immediate availability.

The project received a 15-year payment-in-lieu-of-taxes (PILOT) in 2020 from the Economic Development Growth Engine for Memphis and Shelby County (EDGE), which was amended and approved in April 2023 to give the group until April 2024 to break ground.


The project closed on its PILOT on Friday, Sept. 19, according to Joann Massey, president and CEO of EDGE. The PILOT term began on Aug. 31, 2025 and will be complete on Aug. 31, 2040, according to filings with the Shelby County Register of Deeds. The filings state that the project will have until the end of 2026 to complete its ramp-up period.

The complex is completed and signage is up for pre-leasing at the site. Listings went live on sites like Zillow and RentCafe on Thursday, Sept. 25.


Memphis-based LRK designed the project and general contractor Patton & Taylor Enterprises broke ground on Central Lofts in 2023. The project has been in the works since 2017, and is being headed by Focal Point Investments. Lennox Companies is handling the leasing, according to Zillow.

The units range from 648 to 1,382 square feet. Rent starts at $1,425 per month and tops out at $1,785, according to rental websites. There is one large unit available for $2,150. Amenities include a rooftop deck, a fitness center, a lounge, and a clubhouse community room.

So much development news I can barely keep up! Awesome for MEMPHIS my beautiful home and most beautiful land in the world!!!! I hope they approve permit for a 70 story tower in the Pinch district downtown would revitalize the entire downtown corridor!!!

TVA gas construction tops 3,600 megawatts after Memphis approval
