I'll admit I got a little enthusiastic the other day when saw that pillar pop-up. The pillar location did seem odd, a rooftop access door makes much more sense.

This little tidbit was included in a T&T article about the Gateway development and the Gang of 34:

Lafford said the Third Sister, which is now under construction, took longer because it is on the same floodplain level as the two proposed 17-storey (Gateway) towers. The flood mitigation plan is designed to prevent water from getting into the underground parking garage, and disperse it.
This is a major reason why progress on the Third Sister seems so slow.
