I agree that the ideal/logical thing to do would be to use that side as a cruise terminal but that is a much bigger job that I believe would require extensive dredging. This seems like a rather short-term plan (using floating docks, not permanent) to bring in some revenue and use that side for something other than an auto sewer.
Longer term I hope they do build a proper cruise terminal and activate the entire north side of Navy Pier by decking over the access road. In the meantime I don't blame the city/McPier for waiting a bit to see if Viking (and others) stays committed to the Great Lake cruise business before spending big money on catering to that.
