The Radisson parkade is large and exits onto the back lane with no issues.

That right there is part of the issue. These large trucks and other commercial vehicles use the lanes and will sometimes block them while making deliveries. I use the lanes a lot and see this way too often.
I would imagine safety and security is the bigger factor though, as the criminal element would have a bit of an easier time sneaking in when cars come and go and don’t wait for the door to close in an alley.
I too hate what these access points do to break up the front walks, but can see it from both sides.
