Yep. And I was traveling with a friend in Tokyo who actually got told off (nicely) by a local. That said, many Japanese will be sitting on the subway using their phones for messaging or access the Internet.
I think use of cellphones on transit is a bit related to what culture you're in. In HK, everyone uses their phone on the MTR, and generally it doesn't bother me. In fact, I find it irritating in places like London where the tube has no signal underground (and candidly, after the events of 7/7, it's a bit unsettling, too. What if there's an emergency?
