ಮೂಲಕ ಕರಾವಳಿ ಭಾಗ ತನ್ನದಲ್ಲದ ತಪ್ಪಿಗೆ ಅವಕಾಶ ವಂಚಿತವಾಗುತ್ತಿದೆ.

ಸ್ಥಳೀಯ ಭೌಗೋಳಿಕ ವಿನ್ಯಾಸ ಮತ್ತು ಲಭ್ಯವಿರುವ ಸಂಪನ್ಮೂಲ ಇವೆರಡನ್ನೂ ಆಧರಿಸಿ ಜ್ಞಾನ ನಗರ, ವ್ಯಾಪಾರ ಮತ್ತು ಹಣಕಾಸು ನಗರ, ಹಾರ್ಡ್ವೇರ್ ತಂತ್ರಜ್ಞಾನ ನಗರ, ಅಂತರರಾಷ್ಟ್ರೀಯ ಆರೋಗ್ಯ ನಗರ, ಆಟೋಮೋಟಿವ್ ಕೈಗಾರಿಕಾ ಕ್ಲಸ್ಟರ್, ಮುಂದುವರಿದ ಉತ್ಪಾದನಾ ಕೈಗಾರಿಕೆಗಳ ಕ್ಲಸ್ಟರ್ ಸೇರಿದಂತೆ ಆರು ನಗರಗಳನ್ನು ನಿರ್ಮಿಸಲು ಈ ಯೋಜನೆ ಅಡಿ ಉದ್ದೇಶಿಸಲಾಗಿತ್ತು. ಒಂದು ವೇಳೆ ಇದು ಸಾಕಾರಗೊಂಡರೆ ಒಟ್ಟಾರೆ ಕರಾವಳಿಯ ಆರ್ಥಿಕತೆಗೆ ದಿಕ್ಸೂಚಿ ಆಗಲಿದೆ ಎಂದು ತಜ್ಞರು ಅಭಿಪ್ರಾಯಪಟ್ಟಿದ್ದರು.

ತಾತ್ಕಾಲಿಕ ತಡೆಯ ನೆಪ: ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಸಮಗ್ರ ಯೋಜನಾ ವರದಿ ಸಿದ್ಧಪಡಿಸುವಂತೆ ಮೂಲ ಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ನಿಗಮಕ್ಕೆ (ಕರ್ನಾಟಕ) ಕಳುಹಿಸಲಾಯಿತು. ಇದಕ್ಕಾಗಿ 1.20 ಕೋಟಿ ರೂ.ಗಳ ಅವಶ್ಯಕತೆ ಇದೆ ಎಂಬ ಪ್ರತಿಕ್ರಿಯೆ ಬಂದಿತ್ತು. ಕಡಿಮೆ ವೆಚ್ಚದಲ್ಲಿ ಯೋಜನೆ ತಯಾರಿಸುವ ದೃಷ್ಟಿಯಿಂದ ಇನ್ನೇನು ಟೆಂಡರ್ ಕರೆಯಲು ಮೂಲಸೌಕರ್ಯ ಇಲಾಖೆ ಸಿದ್ಧತೆ ನಡೆಸಿತ್ತು. ಅಷ್ಟರಲ್ಲಿ ವಿಧಾನಸಭೆ ಚುನಾವಣೆ ಬಂದಿತು. ನಂತರ ಸಮ್ಮಿಶ್ರ ಸರ್ಕಾರ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂತು. ಪರಿಣಾಮ ಮತ್ತೊಂದು ಸುತ್ತಿನ “ಅನುಮೋದನೆ ಪ್ರಕ್ರಿಯೆ’ ನಡೆಯಿತು. ಕೊನೆ ಗಳಿಗೆಯಲ್ಲಿ ಅಂದಿನ ಮುಖ್ಯಮಂತ್ರಿಗಳು ಇದಕ್ಕೆ “ತಾತ್ಕಾಲಿಕ ತಡೆ’ ನೀಡಿದರು.

ಈ ಮಧ್ಯೆ ಮತ್ತೆ ಸರ್ಕಾರ ಬದಲಾಯ್ತು. ಈಗ ಹಿಂದಿನ “ತಾತ್ಕಾಲಿಕ ತಡೆ’ಯನ್ನೇ ನೆಪವಾಗಿಟ್ಟುಕೊಂಡು, ಯೋಜನೆಯನ್ನು ನೇಪಥ್ಯಕ್ಕೆ ಸರಿಸಲಾಗಿದೆ ಎಂದು ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಹಿರಿಯ ಅಧಿಕಾರಿ “ಉದಯವಾಣಿ’ಗೆ ಮಾಹಿತಿ ನೀಡಿದರು.

ವಿಶೇಷ ಆರ್ಥಿಕ ಕ್ಲಸ್ಟರ್ಗಳಲ್ಲಿ ಭೌಗೋಳಿಕವಾಗಿ ಸಮೀಪ ಇರುವ ಕಂಪೆನಿಗಳು, ವಿಶ್ವವಿದ್ಯಾಲಯಗಳು, ಸರ್ಕಾರಿ ಮತ್ತು ಸರ್ಕಾರೇತರ ವಿವಿಧ ಸಂಸ್ಥೆಗಳು ಯಾವೊಂದು ನಿರ್ದಿಷ್ಟ ಕ್ಷೇತ್ರದಲ್ಲಿ ಒಟ್ಟಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತವೆ. ಪರಸ್ಪರ ಸಹಕಾರದೊಂದಿಗೆ ಕೆಲಸ ಮಾಡುವುದರಿಂದ ಸ್ಥಳೀಯವಾಗಿ ಉದ್ಯೋಗ ಸೃಷ್ಟಿ, ಕೈಗಾರಿಕೆಗಳ ಅಭಿವೃದ್ಧಿ, ಸಂವಹನ ಮತ್ತು ಸಾರಿಗೆ ವೆಚ್ಚ ಕಡಿತದಂತಹ ಹಲವು ಅನುಕೂಲಗಳು ಆಗುತ್ತವೆ.

ಇತರ ದೇಶಗಳಲ್ಲಿದೆ: ಅಮೆರಿಕದ ಸಿಲಿಕಾನ್ ವ್ಯಾಲಿ, ಸ್ಯಾನ್ ಡಿಯಾಗೊ, ಜಪಾನಿನ ಟೊಯೊಟಾ ಕ್ಲಸ್ಟರ್, ಇಂಗ್ಲೆಂಡ್ನ ಕೇಂಬ್ರಿಡ್ಜ್ ಟೆಕ್ನೋಪೋಲ್, ಫ್ರಾನ್ಸ್ನ ಆಂಟ್ ಪೊಲಿಸ್, ಸ್ವೀಡನ್ನ ಕ್ರಿಸ್ಟ ಮತ್ತಿತರ ಅಭಿವೃದಿ ಹೊಂದಿದ ರಾಷ್ಟ್ರಗಳಲ್ಲಿ ಈ ರೀತಿಯ ಕ್ಲಸ್ಟರ್ ಮಾದರಿ ಅನುಸರಿಸಲಾಗುತ್ತಿದೆ. ಕರಾವಳಿ ಭಾಗದಲ್ಲೂ ಮೂರೂ ಜಿಲ್ಲೆಗಳ 30-40 ಕಿ.ಮೀ. ವ್ಯಾಪ್ತಿಯಲ್ಲೇ ಈ ಕ್ಲಸ್ಟರ್ಗಳನ್ನು ನಿರ್ಮಿಸಲು ಅವಕಾಶ ಇದೆ. ಇದು ಭವಿಷ್ಯದಲ್ಲಿ ಆ ಭಾಗದ ಆರ್ಥಿಕತೆ ಇಂಧನ ಆಗಬಲ್ಲದು ಎಂದು ರಾಜೀವ್ಗಾಂಧಿ ಯುವಶಕ್ತಿ ಮತ್ತು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಸಂಘಟನೆ ಅಧ್ಯಕ್ಷ ಹಾಗೂ ಯೋಜನೆ ರೂವಾರಿ ಮೋಹನದಾಸ್ ಹೆಗ್ಡೆ ತಿಳಿಸುತ್ತಾರೆ.

ಅಂಕೋಲಾದಲ್ಲಿ ವೃದ್ಧಿ ಕೇಂದ್ರ: “ಉದ್ದೇಶಿತ ಈ ಯೋಜನೆ ಕೈಬಿಟ್ಟಿಲ್ಲ. ಇದನ್ನೂ ಒಳಗೊಂಡಂತೆ ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿ, ಬಂದರು, ವಿಮಾನ ನಿಲ್ದಾಣ ಸೇರಿ ಕರಾವಳಿ ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿಗೆ ಯೋಜನೆ ಸಿದ್ಧಪಡಿಸಲಾಗುತ್ತಿದೆ. ಅಂಕೋಲ ಬಳಿವೃದ್ಧಿ ಕೇಂದ್ರ ನಿರ್ಮಿಸಲು ಉದ್ದೇಶಿಸಲಾಗಿದೆ. ರಾಜ್ಯಪಾಲ ವಜುಭಾಯಿ ವಾಲಾ ಅವರು ಜಂಟಿ ಅಧಿವೇಶನ ಉದ್ದೇಶಿಸಿ ಮಾಡಿದ ಭಾಷಣದಲ್ಲೂ ಈ ಅಂಶ ಇದೆ’ ಎಂದು ಮೂಲಸೌಕರ್ಯ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಕಪಿಲ್ ಮೋಹನ್ ಸ್ಪಷ್ಟಪಡಿಸುತ್ತಾರೆ.

ಸಂಪನ್ಮೂಲ ಹೇಗೆ?: ಯೋಜನೆ ಅನುಷ್ಠಾನಕ್ಕಾಗಿ ಸುಮಾರು 200 ಎಕರೆಯಷ್ಟು ಕಂದಾಯ ಭೂಮಿ ಬೇಕಾಗುತ್ತದೆ. ಇದಕ್ಕಿಂತ ಹೆಚ್ಚು ಭೂಮಿ ಕರಾವಳಿ ಭಾಗದಲ್ಲಿ ಲಭ್ಯವಿದೆ. ಇದನ್ನು ಖಾಸಗಿ-ಸಾರ್ವಜನಿಕ ಸಹ ಭಾಗಿತ್ವ (ಪಿಪಿಪಿ)ದಲ್ಲಿ ಜಾರಿಗೊಳಿಸಬಹುದು. ಡೆವಲಪರ್, ನಿರ್ಮಾಣ ಕಂಪೆನಿಗಳು, ಲೇವಾದೇವಿದಾರರು, ಬ್ಯಾಂಕ್ಗಳು ಇದಕ್ಕೆ ಹೂಡಿಕೆ ಮಾಡಲು ಮುಂದೆಬರುತ್ತವೆ. ಅಲ್ಲದೆ, ಇದಕ್ಕಾಗಿ ಕೇಂದ್ರ ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರವು ಕಾರ್ಪಸ್ ಫಂಡ್ ತೆಗೆದಿಡಬಹುದು. ಅಲ್ಲದೆ, ವಿದೇಶಿ ಕಂಪೆನಿಗಳಿಂದಲೂ ಸಂಪನ್ಮೂಲ ಕ್ರೋಡೀಕರಣ ಮಾಡಬಹುದು. ಆದರೆ, ಪಶ್ಚಿಮಘಟ್ಟ ಸೇರಿದಂತೆ ಪರಿಸರಕ್ಕೆ ಯಾವುದೇ ಧಕ್ಕೆಯಾಗದ ರೀತಿಯಲ್ಲಿ ಇದನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಬೇಕಾಗುತ್ತದೆ. ಇದಕ್ಕಾಗಿ ಕೆಲವು ಮಾನದಂಡಗಳನ್ನು ರೂಪಿಸಬೇಕು.

Summa: 200 acres PPP proposal of world class cluster port city construction with six clusters namely Trade & Finance City, Hardware Tech City, Automotive Industrial Cluster, Advanced Manufacturing Industrial Cluster between Mangaluru & Udupi, International Health City at Kapu and Knowledge City at Manipal or Udupi is dropped. 1.2 crore DPR tender was not called for due to assembly election & not pursued later by the new government. Principal secretary of the state infrastructure development department has informed that proposal is not dropped but planning is going on for integrated development of coastal region which includes Ankola Development Centre.

Each city seems to be of about 40 acres with six cities together totalling to 200 acres. It is not clear whether knowledge related to all other five clusters will be clubbed together in a single cluster called KnowledgeCity@Manipal|Udupi or distributed to other universties & colleges.

How this project is related to proposed "Manipal-Konaje Knowledge & Health Corridor"? Only HealthCity@Kapu and KnowledgeCity@Manipal|Udupi seems to be related to above. Are Petroleum Knowledge City & Marine Knowledge City missing or part of KnowledgeCity@Manipal|Udupi itself? (Could be missing because this is listed in manifesto of current ruling party but not the ruling party when this proposal was conceptualized). Should Agricultural Knowledge City (to be integrated with Agriculture SAZ) be a part of this project? Or Petroleum Knowledge City, Marine Knowledge City, Agriculture Knowledge City are part of the central government funded projects (central government institutes demand are already listed by me) which is separate from this? Suppose the central government establishes AIIMS on request of DK MP whether it would be part of Health City or Knowledge City or altogether at a separate place?

But ideally what we wish for is "Manipal-Konaje Corridor" should have many knowledge cities and industrial clusters in our "domains of excellence" collaborating & supporting each other (verticals of excellence supported by horizontals, both verticals and horizontals properly clustered & arranged to collaborate), that is, knowledge economy supporting other sectors of economy including industrial economy. Of course, knowledge cities will have innovation/incubation centres or science and technology parks.

Verticals x Horizontals

Here we will rearrange commonly understood vertical market differently to make some of them as horizontals. Horizontals listed below most importantly have to serve verticals listed above them. For example Advanced Manufacturing will cater to the needs of all verticals except handicrafts listed below and could even may manufacture some of items needed by horizontals. The rearrangement will make the horizontals to focus on our domains of excellence. For example, 'Education, Innovation & Research' has to focus on our domains of excellence like Healthcare, Chemicals, Marine though in addition they can teach other things like aerospace though people may not get employed locally. Spatial arrangement can also be made accordingly for better collaboration - for example, having IIPE near MRPL (you have to address other localization needs like walk-to-work, walk-to-school etc which we will discuss in Localization x Globalization).

Last four verticals are proposed already by some government hence listed. Out of all verticals Healthcare, Chemicals, Tourism, Marine, Agriculture & Agro-processing, FMCG are important ones and horizontals should neccessarily cover these important verticals.

We have to develop at least one 'Knowledge City' or any of cities mentioned above or an 'IT/BT Park' of 40 acres with Sea Water Air Conditioning (SWAC 2 3 4 5 6). Even MSEZ can try to have about 40 acres IT/BT SWAC city within its premises. Even incomplete Raheja Waterfront is suitable for SWAC and there are many more such sites near sea. Now there is also a new trend to come up with community based IT/BT/Startup townships, that could also be a SWAC township. Even NIT-K can think of converting itself into a SWAC township. Having said that nobody can stop us from planning for SWAC as a part of area based development under smart city project itself. , our politicians could not get even allocation/reallocation of Rs 5 crore subsidy for terrace/indoor gardening under smart city project!

Cold seawater is even used for refrigeration. All kinds of cold storage facilities can use cold seawater after exchange with fresh water (or directly for fish cold storage facilities?).

Remnant temperature of cold freshwater after usage for airconditioning of buildings can be used for either cooling of agricultural polyhouses or cooling of waterbodies like lakes (cooling lakes will also decrease evaporational loss) as mentioned in the link Curaçao Airport - Seawater Air Conditioning project. So, it could be a better idea to incorporate urban agriculture in a few of proposed cluster port cities along with SWAC. We can also explore the possibile usage of seawater greenhouse though it is designed for arid climate & may increase salinity of sea due to release of more saline water to sea.

As I posted earlier for freshwater small coastal reservoirs of average height of 3.5 meters can be filled by rainwater falling on sea itself. (‘Rainfall to increase over next 100 years’ - although truth of simulation depends upon parameters considered result means quick evacuation of terrace water to reservoir suggested earlier is useful to avoid floods). Even pipeline can be laid to store additional flow after rainy season as there is flow till March in rivers like Netravati. Talapady, Someshwar, Tannirbhavi, Kulai, Surathkl, Mulki, Padubidri, Kapu etc are ideal locations to have SWAC cities.

Unless India decreases its IT/BT development cost utilizing things like SWAC other countries may snatch away future business from India. Mauritius has already many Data Centers cooled by SWAC and ICT industry of Mauritius 2 is doing well. The SWAC usage in cities of developed countries like Honolulu 1, Singapore 1, Copenhagen 1 or a city of any of Gulf countries may not mean immediate threat but large developing thirdworld countries with cheap labour opting for this and building their own IT abilities may be a great threat to Indian IT industry.

The research paper here talks about worldwide potential of SWAC - Technical potential and cost estimates for seawater air conditioning 2 3.

Wonder whether installing Ocean Energy - Wave Power Station of Wells turbine 2 3 4 type placed adjacent to each other has potential to decrease sea erosion by diverting away erosional energy of waves into useful electrical energy though their efficiency is less. What we may need is a wall (a marine drive?) of wave energy stations of this kind to act against erosion. This kind of turbine seems to be safe for marine life as no water comes in contact with turbine blades. Sand deposition may be a issue to be addressed. Tidal levels & raise in sealevel due to climate change has also be addressed. Hope some college students will come up with demonstrable model of this type of wave energy generator soon. The strength of waves hitting shore can also be reduced by other types of turbines 1 2 3 near shore. And as I posted earlier there is also high possibility of using Ocean Thermal Energy 2 3 as ocean surface temperature at this region is supposed to be high 1 (though we proved risk of flood is low compared to many other cities of India & the world) though this may not remedy sea erosion as facilities are more than 3 km offshore.

10 ಕಡೆ ಕೈಗಾರಿಕಾ ಟೌನ್ಶಿಪ್
ರಾಜ್ಯದಲ್ಲಿ ಕೈಗಾರಿಕಾ ಟೌನ್ಶಿಪ್ಗ್ಳನ್ನು ರೂಪಿಸಲು ನಗರಾಭಿವೃದ್ಧಿ ಇಲಾಖೆ ಯಿಂದ ಇರುವ ನಿಯಮ ಅಡಚಣೆ ಗಳನ್ನು ನಿವಾರಿಸಿ ಬೈಕಂಪಾಡಿ ಸೇರಿದಂತೆ 10 ಕಡೆ ಕೈಗಾರಿಕಾ ಟೌನ್ಶಿಪ್ಗ್ಳನ್ನು ಸ್ಥಾಪಿಸಲಾಗುವುದು ಎಂದರು. ಗುರುಪುರ ಸೇತುವೆ ಸಂಸದ ನಳಿನ್ ಕುಮಾರ್ ಕಟೀಲು ಮಾತನಾಡಿ, ಜಿಲ್ಲೆಯಲ್ಲಿ ಧಾರ್ಮಿಕ, ಬೀಚ್, ಮೆಡಿಕಲ್ ಟೂರಿಸಂಗೆ ಹೆಚ್ಚಿನ ಅವಕಾಶವಿದೆ. ಈ ನಿಟ್ಟಿನಲ್ಲಿ ರಾಜ್ಯ ಸರಕಾರ ಹೆಚ್ಚಿನ ಆದ್ಯತೆ ನೀಡಬೇಕು ಎಂದು ಮನವಿ ಮಾಡಿದರು. ಬಂಟ್ವಾಳ ದಲ್ಲಿ ಕೋಕೋನಟ್ ಪಾರ್ಕ್ ಸ್ಥಾಪನೆ ಪ್ರಸ್ತಾವ ಇದೆ. ಕುಲಶೇಖರ-ಕಾರ್ಕಳ ರಸ್ತೆಗೆ ಈಗಾಗಲೇ 18 ಗ್ರಾಮಗಳಲ್ಲಿ ಭೂಸ್ವಾಧೀನ ಪ್ರಕ್ರಿಯೆ ಮುಗಿದಿದೆ. ಗುರುಪುರ ಸೇತುವೆ ಕಾಮಗಾರಿ ಮುಕ್ತಾಯ ಹಂತದಲ್ಲಿದ್ದು ಮೇ ಅಂತ್ಯಕ್ಕೆ ಉದ್ಘಾಟನೆಗೊಳ್ಳಲಿದೆ ಎಂದರು.

Summa: Mangaluru Investors Summit will be held during April end or May begining. Including Baikampady 10 Industrial Townships will be developed across Karnataka. Proposal is there for Coconut Park in Bantwal. A demand for Truck Terminal was made. Tata Consultancy is going to establish its IT SEZ in Karnad at a cost of Rs. 495 crores to generate 4,000 jobs. 800 acres land bank proposal at Karnire, Atikaribettu. 104 acres reserved for Gamjimatt Plastic Pak and another 100 acres will also be acquired. 1,050 acres will be acquired for MRPL 4th stage, out of which 982 acres acquisition is in final stage. 160 acres in Baikampady for Indian Coast Guard Academy.

Karnad Industrial Area is about 1,500 meters away from seashore. To explore feasibility of Sea Water Airconditioning (SWAC) site has to be as near to sea as possible but we have to abide by CRZ rules. What we need is a bold begining to start SWAC trend as initial expenditure will be high like any other green building though operational savings are high. What are the possibility of SWAC resort in Tannirbhavi? Whether agreement between IGBC and MSCL can be extended to SWAC also assuming that IGBC has enough knowledge on SWAC and urban agriculture (if remnant temperature of water after airconditioning of buildings should be used for urban farming). Vacant land of Padubidri SEZ could also be explored for SWAC IT/BT. Fishermen may object for laying pipeline for that possibility of cold aquaculture has to be explored. Probable SWAC can be presented as a selling point in Mangaluru Investors Summit.

We need a better supply chain management system at least for essential goods. Cashless transaction is good to maintain social distance. For the time being Nandini dairy products are delivered through token system, the delivery person picks up token and keeps delivery items there without interacting with any of his clients. If similar system (if not online order placement apps with location-based delivery services - otherwise searching for delivery address is tedious) was available for street vendors for delivering vegetables and fruits it would have helped them a lot. Saddest thing is bonda (tender coconut) which has excellent anti-viral anti-bacterial properties to boost immune system has disappeared from many places of the city when it is needed most. A foolproof supply chain system should provide social isolation from farmers to transporters to customers. The current situation provides an opportunity to develop such a system. As students are free now colleges can arrange for virtual/open hackathon for students through internet to develop apps useful to handle this kind of situation if not now but in future. That is too much! Ambulances were never available easily. Don't police have ability to check whether situation is emergency or not?

In future, whever lockdown is imposed, there is scope for applying innovative techniques by fitting GPS in vehicles and sending message to police before starting journey. Police can track whether the vehicle is going to hospital and also hospital registry (this can also be automated) and fine on violations. Hence, people having GPS fitted vehicles have advantage during medical emergencies during lockdown. During other times one can switch off GPS if does not want to be tracked. It is better to allow only GPS fitted vehicles during lockdown for all essential services.

Even Pumpwell proposed bus stops and other grounds can be used. Better to distribute wholesale market also to different sites say three wholesalers clustered together for six wards. It is time to minimize or avoid all types of clustering or agglomeration now and achieve as much localization as possible. Localization is a best practice to minimize spread of desease from one place to other.

Other alternatives may be tried in supermarkets & hypermarkets - A first, Mysuru sets up sanitisation tunnel. But as this method does not test whether a person visiting a market is infected or not (how can this be possible when covid-19 test labs themselves are announcing results after three days) it may not be of much use. Making wearing mask compulsory to enter supermarkets may be of much more use. But then we have issue of shortage of masks for medical stuff. Allowing people with cold & cough who may sneeze to enter supermarket may not be a good practice. They may be served separately. Also security camera's should be able to catch all malactivities of this kind Sydney Australia Infected Woman with Corona Virus Spitting On Food (I am not sure whether this is a genuine video) and remedy action should be taken immediately. Instead supermarkets opting for home delivery is best way out or at least they should not allow people to touch items and deliver products in counter to queued people after receiving order.

The laboratory has a functional biosafety cabinet, a cold centrifuge and automated RNA extractor. It also has a functional real-time Poly Chain Reaction machine. The testing will be done in the dark cabin which the testing personnel will enter with full body personal protection equipment. Central market vendors to relocate to APMC Baikampady

Today there is no vegetables & fruits available with vegetables & fruits sellers! Is this because retailers finding it difficult to bring goods from Baikampady or is it bacause of strike by wholesale traders? Learn fast.

What is the advantage of shifting to Baikampady compared to declustering or deagglomeration of wholesale activity to different parts of the city when there is virus propagation threat? Whether the authorities are incorporating any extra biosafety measures at Baikampady APMC yard like fumigation tunnel?

If wholesale activity was declustered then retailers would have found it easy to transport (& I guess even slowed down virus propagation from one place to other because of localization irrespective of fumigation tunnel). I think even trucks bringing vegetables from outside to wholesale market now has to cover extra distance. So, expecting one more inflation surge to cover transportation cost once retailers start bringing vegetables from Baikampady.

The retailers should also give the corporation officials details on stocks of vegetables and fruits, he said.

I think as far as fast perishable goods like vegetables and fruits are concerned wholesalers (including HOPCOMS) giving inventory purchases & sales account is enough to monitor supply chain. That should reduce some workload. But there are exceptions like potato, yam, ginger, onion, pumpkin etc which are not fast perishable. Now wonder why people are not panic buying non-perishable vegetables in preparation for long lockdown.

The event saw 1,500 participants from 75-odd countries and more than 250 mentors. The team were declared as winners of their Track - ‘who to test and when’.

They will now have an opportunity to co-develop and implement their solution with the support of partners. The team looks forward to improve the accuracy of their solution and incorporate it into Tele-medicine platforms.

One thing I haven't understood is why all hospitals and clinics should be kept open when people aren't allowed to reach there even using personal vehicles? Are we supposed to use ambulances to visit clinics?

Good that essential services passes are e-passes. Any startup wants to develop 'doctor appointment verification system' to help police to allow patients with appointment letter? As I posted earlier GPS fitted vehicles will help in better monitoring by police. Even if this may not be needed now it will be useful in future for better disaster/riot or any other crisis management. What are the crisis management features available in smart city command and control centre?

Let us also see whether the government opt for home delivery of medical services through telemedicine and ashaworkers in such cases.

What we need is activities to be monitored by parents (better if even teachers can monitor) and an app to monitor student activities during screen time. Hope all samples of immediate contacts, secondary contacts are collected. And a few random pool testing in the containment zone is conducted already. Wenlock's ability to test around 100 samples per day is fully utilized. As 80% of cases could be asymptomatic: ICMR we should had tested as many contacts as possible and even of all persons returned from foriegn countries since the outbreak in the age group of 15-45 years first (assuming 15-45 age group don't show symptoms with high probability compared to others) and then the remaining other returnees with all their contacts. But one good thing is coronavirus curve has flatened in DK about two weeks back but worry is about a few isolated spikes happening now and then.

If we look at various sampling techniques we have returnee-sampling (china-returnee, italy-returnee, ...), contact-based-sampling (primary-contact, secondary-contact, ...), symptom-based-sampling (fever, tiredness, dry-cough, aches-&-pains, nasal-congestion, runny-nose, sore-throat, diarrhoea, loss-of-smell-&-taste, ... https://www.thesun.co.uk/news/108908...igns-cold-flu/), random-sampling (1) and so many combination of all. But I still think loss of smell & taste remains first symptom to be exhibited by a patient out of patients who have exhibited any of symptoms (though there may be many patients who will not exhibit loss of smell & taste but exhibit other symptoms).

Whether DK covid testing is done at Wenlock only? Whether Hassan & Shivamogga testing labs are free now as they are green zones and avail their service to test more samples? Is there a software tool to find out whether a laboratory in green zone has less load and use it for accelerating testing of hotspots?

Till May 3 is fine but later lockdown should be removed from green zones to promote economic activities there. I hope Udupi will become active after May 3. Dakshina Kannada may need a bit of time till May 17 if handled properly and if people cooperate. The green regions should be allowed to work with strict vigilance at borders. Let us hope the green regions of Karnataka will not be punished because of the major hotspots.

Whether home quarantine curve has flatened in Udupi (don't know how other infectious diseases affect this curve)? Whether statistics of home quarantined people's symptoms tallies with old statistics (last and earlier years before begining of Covid-19 crisis)(where is old statistics?) of number of people with these symptoms? If it is nearly equal (assuming Udupi's population remained flat) then we can say with high probability that Udupi is free from Coronavirus. Still it may be better to test people with high risk symptoms and then low risk symptoms even after all contact testing are finished till country becomes free of this disease.

“The boundaries of containment zone include Kannada Gudde, MCC road on the east, Ramanatha Kripa Rice Mill on the west, Bengaluru National highway 73 on the north and government gutter on the south.

“The containment zone includes two residential houses, five shops. The total population of the area is 16.

“Further a buffer zone of five km around the containment zone is also marked with strict seal down rules. This has Kallapu as the boundary on east, Kudupu on the west, Farangipete on the north and Falnir on the south. This includes 41,900 residential houses, 1,808 shops with a total population of 1,82,500.
Collecting swab samples of first & second contacts of all patients visited hospital during treatment period is a mammoth task. Hope it is completed already.

I don't think this was a good move as number of covid-19 patients are increasing there day by day in North Karnataka while Dakshina Kannada is more or less stable.

MCF has started working and soon others may also follow. Whether enough workers are available for their operation? Whether no construction work will start soon?

Can we believe America when it says sunlight will destroy coronavirus? - Coronavirus dies quickest in the presence of direct sunlight: US official 2 3 4 5. This also may mean that the USA will now allow sunbathing in beaches! This may not go well with neo-traditional Indians but traditional Indians doing Suryanamaskara are exceptions! We can study how coronavirus effects fully clad women working inside closed doors of houses.

But, we don't know how rain, though humidity raises during monsoon, will affect coronavirus. It is important to southern states to eliminate coronaasura before May end to avoid monsoon. Don't worry about today's rain in Mangaluru, it is just a warning to repair all storm drains.

Other thing to study is how coronavirus behaves in vata, pitta, kapha pravrtti patients. To my knowledge exposure to scorching sunlight is not so good for people with pitta dosha.

One more thing we can work on in Covid-19 Hospital Environment 2 & Ergonomics 2. It is better to have balconies to each bedroom or direct sunlight to serious ones so that patients get exposed to sun as much as needed. Humidity, sunlight etc should be properly addressed. All these measures should result in reduction of ergonomical hazards to medical staff also.

Whether MAHE is using any innovation informatics tool for latest developments in Covid-19 research & innovation?

I was expecting yesterday lot of people to gather in terraces of Mangaluru and take zero-shadow selfies. But alas. Let us see how many people today gather in Udupi and take selfies. Sunbathing selfies of fighting Coronaasura will be great!

Rose can be saved as syrup/शर्बत, jam, jelly, rose milk, rose icre cream, गुलकंद, burfi, jamun, cookies etc. Dried rose petals can be used for rose water, rose oil, potpourri, rose bath tea, ice cubes and so on. So, dry roses in sunlight and store them. Better to use jonibella/जोनिबॆल्ल or neera/नीरा for the edible recipes instead of sugar. Rose petals are rich in vitamin C which is good for immunity. So, eat rose and fight coronaasura!

What is the ratio of results announced versus samples taken compared to other cities? What are the measures taken to improve testing speed in Wenlock lab? Once speed is increased not only contacts but sampling of people with mild symptoms and random sampling has also be taken up.
