It is. From St Louis de Ha Ha in Quebec, all the way to Halifax and/or Antigonish (I think?) is 4 lane grade separated freeway (other than a toll section at Cobequid Pass in NS). New Brunswick is full freeway from end to end (with a freeway tail for I-95 as well). The only untwinned connection is to Confederation Bridge.

In a few years you will be able to drive from Toronto to Halifax on a freeway.

Hopefully in a few years, if Ontario can get its act together, you would be able to drive from Petawawa to Antiginosh on a freeway. That is the stretch of the TCH that should be twinned, at least. I'm hoping the Liberals use a good chunk of their "outside GTA" infrastructure fund to get the 417 up to Petawawa, I'm guessing it would take around a billion to do it.

Actually as far as Sutherlands River (New Glasgow).....40 km west of Antigonish. Phase 1 (7 km) of the Antigonish Bypass is now open and Phase 2......another 7 km is scheduled to open next year.

Some purists say two at-grade railways crossings of the TCH in a Moncton Industrial Park are an impediment......but they see such little use, most don’t even consider them.

Indeed. I've lived in Moncton since 1989, and over the course of those 26 years I have had to stop to let a train cross the TCH precisely twice. In addition, the spurs service an industrial park and usually any train that passes through here only has a half dozen cars. Both crossings are heavily signalized and the trains pass through very slowly. The risks of an accident are virtually nil.

I like to say that in a few years you'll be able to drive from Windsor On to Windsor NS on a full freeway. Windsor NS is nearly an hour beyond Halifax in the Annapolis Valley on NS-101.

Decades ago in Quebec, toll roads were signed with blue there as well. Very few signs (if any) remain:

They also use blue on collectors (at least the ones on the 401, 427 and 400) with the exception of the Conestoga Pkwy in Kitchener.

well, the 407 is the only toll road. Unless you count border crossings. Anyone know if those are signed in blue?

The local lane of the 402 through Sarnia was originally supposed to be signed with blue signs. It wasn't, aside from this one sign:

The signs on the collector lanes of the 401 are also blue. And so are signs to attractions and also signs indicating that you've crossed city limits (in Ontario, in other jurisdictions they're other colours).

It's all over the place.

In most of Europe, the colour of the signs actually indicates something:

Blue background: Motorway, or directional sign to a motorway
Green background: National highway, or directional sign to a national highway
White background: local/regional road, or directional sign to a town
Brown background: Attraction or park.

The directional signage is also far superior in Europe, in general.

In China it's the opposite. Expressways (mostly tolled) are signed in green while other roads are signed in blue. Brown signs, however, are the same as they are in Europe.

Winnipeg uses a couple of Blue Signs as exits sign to the Highway 100 (South Perimeter). I think there are 3 places that use them (TCH West, TCH East & Highway 75)

I think it's meant to denote a bypass. It's not used in Dauphin though, and I'm not sure if it's used in Brandon. It isn't used in Portage la Prairie either, but then again, the normal route is the one around the city, where as in Winnipeg, the normal route is through the city.

What's a "local lane to USA" and why is it needed when the three main lanes of the highway are already going to USA?

^ Following the September 11 attacks in the USA, there was an increase to the amount of border security for vehicles including trucks to get to the USA. This resulted in queuing approaching the border at several crossings including at the pictured 402 Blue Water Bridge crossing.

To combat truck queuing, truck queuing lanes were constructed along the 402. These are what the middle two lanes of the highway are. These were constructed to separate queued trucks from normal highway operations so they didn't impede people using the highway locally in Sarnia. The left-most lane is carries autos to the USA. While, the three lanes to the left are exclusively bound for the USA, the local lane to the right serves all of the local interchanges in Sarnia. This sign serves as an assurance to westbound motorists who may be using the local lanes that this lane does indeed also head to the USA as well beyond the final westbound exit.
