Thanks for the clarification on the New Building Canada fund requirements. And yes, should have said tri-level funding, rather than federal. Regardless, I hope that there is a winning proposal that incorporates connection to downtown, green space, housing and something to draw people to the area.

A construction fence is going up around the former Trinity Lutheran Church at 12th and Ottawa. I believe it is being converted to an event space.

On the left you can see the recently constructed 12-plex infill. This is the one with zero parking. There is another infill - I assume a 4-plex - starting just to the north.


It is not a 4-plex but another 12-plex according to the building permit. Parking is going to be crazy around there!

Next steps in railyards development await decision from Regina City Council

Years in the making, development of Regina’s vacant railyards could finally take another step forward early in the new year.

Regina city council is being asked Wednesday to approve the issuance of a negotiated request for proposals, as a step toward choosing a development partner for the Yards neighbourhood.
e recommendation, made during a closed session of executive committee, sets out specific criteria for proposals. Any proposal must comply with the expected results of the New Building Canada Fund – Provincial and Territorial Infrastructure Agreement, which includes between 150 and 1,200 homes as well as a public park and tree canopy.

It also must conform to the neighbourhood plan and corrective action plan.

During consultation, developers told City Hall they want a transparent, non-political process. The recommendation sets out seven criteria for evaluating proposals:

Vision and project understanding;
Company and team experience;
Community benefit and sustainability;
Indigenous inclusion;
Methodology and schedule;
Pricing; and
Financial return.
The City of Regina acquired the 17.3-acre former Canadian Pacific intermodal yard in 2012 for $7.5 million. Over the next decade, the city took a number of steps to prepare the site, and in 2020, the Yards Neighbourhood Plan was approved by the city and province.

To help advance the project, underground infrastructure was installed during the Dewdney Avenue Corridor Rehabilitation Project, which wrapped up earlier this week.

A parking study was conducted as well this year. It found development in the Yards Neighbourhood will require more parking through underground and above-ground structures, and this need would only be reinforced if a baseball stadium or arena were built in the area.

The city would only be responsible for the land development, with up to $20.5 million allocated from reserves, along with an estimated $5.5 million to be reimbursed from the New Building Canada Fund. The report from administration says a private partner is needed to fulfill the vision for the land.

The neighbourhood plan, approved in 2020, includes buildings as high as 20 storeys, berms separating the development area from the main rail line and branch line, and a pedestrian bridge connecting the Yards with downtown.

Will have to take a drive to have a look. Happy to see the zoning bylaw changes having such a positive impact. I hope they didn't tear down the little duplex directly across 12th from the church. We have so little of that type of housing left in the city!

There is a massive 447 page Agenda Packet from yesterday's Council meeting that appears, on cursory review to have more relevance than usual to development issues. Perhaps someone might want to sift through it to look for interesting tidbits.

They recommended not allowing demolition. ETA on fire damage making the building unsalvageable? February?

Planning Commission recommended denying demo, but Council overruled them.

The property is and always (since 1988) has been owned by Western Limited (Solomon Family). Harvard may have had an option to purchase it at one time, but I do not believe they do any longer.

I didn't read that in the notes. Lots of recommendations, but no final vote that I saw. Where did you read that in it? I just want to know so I know how to read the notes better. There was lots of good information on the heritage zone around Victoria Park within there.

It is obvious that the city actually cares nothing about having a sense of place within the boundaries of the city. I look forward to another glass tower amidst the pot smoke and homeless people while we build more subdivisions and faceless suburban power centers to donut out the core.

I took advantage of the warm weather to get some pictures today. For the rail bridge in the NW they are installing additional angled piles. No sign of work at the Costco site. More steel going up at the Harbour Landing school, along with floor / roof panels on the first section.

Schmidt is correct in her concern. This building is gone and there is a less than 1% chance any of it shows up outside of a single stone in the front lobby of any future building.

$1,000,000 is chump change for a city that took out a $200,000,000 loan and taxed it residents for a stadium used by residents less than 30 days a year.

But, hey, have your vacant lots and downtown with no sense of history or place.

I am really pleased that the Ronald McDonald House got such a good location. Would have been nice for families not to have to cross Broad Street to get to the hospital, but access to the park and proximity to Central and Wascana Park are great.

Great to see that spot get filled in to.

If you are on Blueky, PDCityHall (Paul Duchene) covers city hall very well and often live-posts the meetings so you can read what different councilors are doing. Tsilkis was the one who said he didn't understand the recommendation to deny the demolition of the Western building and pushed for demolition instead.

I saw a Facebook post from Jared Mysko indicating the Saigon by Night building was being torn down today. Creating a large contiguous empty stretch along Broad as the building south of it was demolished a week or two ago.

My goto place for so many years. I don't even want to think about how much money I spent there - but I probably helped to pay a few months rent
