Of interest in this week's building permit report: $3.6 million for renos to the Canada Life Building. $1.2 million for an addition to the former Pennington's, current Plato's Closet building at 450 N. Albert and 9th Ave N.

I stopped by Dewdney on the way home and poles still laying on the ground. Maybe waiting on electricians to pull wire through conduit from cabinet stand to the pole bases. The joys of critical path scheduling of different trades. I just noticed in the Harbour Landing school photos steel for the second half of the school is starting to accumulate behind the school, which wasn't in the video I took last week.

The apartment at Broad and College is a bit odd. The render shows 4 stories, but they haven't started working on a 4th yet. After the second story was done walls immediately started going up for the 3rd. I wonder if there was a change of plans. The render does show the 4th story looking a little different than the other 3. Could be they just want to get the windows in the lower levels before framing the top.

Property near Wascana Park to be rezoned for new six-storey Regina apartment
"We believe this would be great for the area." — West Oak Investments CEO Dan Torrie said of the former Canadian Blood Services' location.
City council has green-lit the initial step for a proposed high-rise apartment to be built on the outskirts of Wascana Park.

Council agreed unanimously to rezone 2571 Broad Street from institutional use to residential high-rise use, opening the door for property owner/developer West Oak Investments to proceed with a new six-storey apartment on the downtown-
It currently includes a building that was home to a Canadian Blood Services’ donation centre, which moved to the Landmark Shopping Centre on Albert Street south.

The developer plans to tear the building down.

Speaking to council last week, president and CEO Dan Torrie said West Oak is eyeing the corner property for a 100-unit apartment with bachelor suites as well as one-, two- and three-bedroom units.

He considers the location to be prime real estate.

“This site has view over Wascana Park. We’re across from the legislative building, from downtown,” he said. “Three bedrooms is unique for rental, and we believe this would be great for the area.”

Torrie said the project will feature townhouse-style units on the first two floors, plus underground and above-ground parking at a one-to-one ratio with living units. Design specifics are still in progress,
“We have downtown apartment buildings that have a less than one-to-one ratio (and) that’s been fine,” Torrie said.

UFA Co-operative Limited will be expanding into Saskatchewan, with its first location slated to be in the Regina area.

The farm and ranch supply store will be situated at 850 North Service Road in Emerald Park, around nine kilometres east of Regina.

The five-acre development includes a 9,300 square-foot farm store, a 4,400 square-foot building materials structure and a 4,450 square foot cold storage building, in addition to a compact chem shack.


UFA Co-operative Limited (United Farmers of Alberta) opened its first farm and ranch supply story in 1954 in Calgary, followed by a location in Edmonton three years later.

Regina Specialized Long-Term Care Facility Awarded to Graham
OCTOBER 16, 2025
In June 2024, we shared the news that Graham had been selected for the Early Contractor Involvement (ECI) phase of the Regina Specialized Long-Term Care project. Today, we are pleased to announce that the project is proceeding to construction.
The new long-term care facility will be built on a greenfield site in southeast Regina. The five-storey long-term care home will provide 240 specialized care beds. The main floor will include staff offices and lounges, a therapy centre, multipurpose rooms, Indigenous gathering and spiritual spaces, food services, and essential storage and maintenance areas. A mechanical penthouse and a full suite of central services will support operations, ensuring a safe, modern, and welcoming environment for residents and staff.
Graham is proud to deliver design and construction services for the Government of Saskatchewan. Mobilization to site is underway, with construction scheduled for completion in fall 2028.

Weather wasn't too bad today, glad we didn't get snow so I can avoid putting studded tires on the bike for now. Yesterday a pair of yellow dumpster looking things were dropped off at the Costco site. A hydrovac and 2 over vehicles working out there, but otherwise quiet. Still a lot of Westerra servicing work going on.

The building at Albert & 11th was up yesterday when I went by, and knocked down when I went past there today. Also got a few shots of Dewdney while I was over there. Even the one road that just has a pedestrian crossing has traffic lights for vehicles, so a half signal.

Those yellow things are bedding boxes. They are used for handling large volumes of trench bedding or fill. They can be picked up by a backhoe.

I thought it might have been a dumpable skip, I didn't get any correct images while searching based on a description yesterday. When the flat beds carrying them drove past me yesterday they were all shiny and new, not for long.

I zoomed in on one of the rail bridge pictures. They are putting 3 piles beside each other, 2 outside the rail and one in between. Multiple lengths of steel are being driven, so they have work platforms to weld on additional pieces. I have an ice level view from 2016, maybe after the work is done I won't have to duck going under the bridge. You don't want to go too much further upstream than the bridge on the ice. Once you get past the Dojack bridge there are springs that create open water.

Not the City's fault - they are waiting on CN to complete their upgrades at the crossings.

It's the same as a website hosting their stylesheets on servers from one vendor and the site cookies on another vendor. It's your project management that results in things not working. If your construction project has multiple vendors and you have a high probability that one is going to fail to meet timelines then you figure out how to minimize the impact.

While not ideal, Dewdney could be open from Alberta to McIntyre and Broad to Lorne. Put some temporary four way stops on 8th and at least give the businesses on the East side some chance for the holiday season.

I am sure they will do that once they have finished with the traffic signals (which has nothing to do with CN).

Some or maybe all? of the traffic lights on Dewdney are now blinking. As with 11th this happened just before partial opening.

The CN railway arms were installed weeks ago. You can see them plain as day. They installed and tested them on a Saturday night/Sunday morning. I saw it with my own eyes.

They finally turned on the traffic lights late yesterday.

Anthony Marquart who owns, with Maria Kolitsas, the city block where the Carmen Block was just demolished, has passed away at 53. Very sad.

It is not clear what this means for his various downtown property interests. AllSask News reports that he planned retail, office and a hotel on the 11th and Albert site.
