As for a central library, one of the only ways they could build it if one of the developers incorporate it into their high-rise and the library could use whatever funds they have one never knows

It looks like I'll be able to squeeze a GPU in my Dell Optiplex mini tower after all if I put a new power supply on the outside. 4K h.264 video rendering is super slow with just the CPU, and it won't even do h.265.

I hadn't paid attention to the GPU market in years, and it certainly is weird. The Nvidia 50 series is the newest, previous generation 40 series is not being made, but the even older 30 series has gone back into production because it uses the kind of memory the AI companies don't want. It looks like for video editing an RTX 3060 with 12GB of ram is what I should get. Any card more powerful than that with 3 fans would be too long to fit in the case.

What is listed as Lot C is currently a storm water pond. Those arrows suggest a new entrance off Sask Drive, though not sure that is feasible with the tracks.

Track crossing would need a bridge or tunnel. Who owns the Lawn Bowling Club land?

Clauses included in the proposed deal mean the buildings to be purchased by Brandt will be exempt from property taxes for five years.

After those five years, if future tax exemptions are not approved by city council and Brandt continues to operate the campus, the city will provide an operating grant equal to the taxes imposed on the purchased buildings.

Brandt will also have the right of first refusal to buy the buildings retained by the City of Regina, if the city looks to sell or dispose of them in the future. This right of first refusal does not apply to Mosaic Stadium.

There is also an exclusivity agreement that will run for a period of 20 years. It says that if a new stadium or arena is built in the city to replace the Brandt Centre and Brandt is not granted the opportunity to participate in the ownership of the new building, then Brandt "may" sell the purchased building back to the city based on the depreciated value.

How was purchase price decided?

Under the deal, Brandt would pay the city $6.4 million for the collection of nine assets, which it says have an average age of 45 years.

The Brandt Centre alone was built in 1977 for a cost of $7.7 million.

Anderson said the purchase price was a complex decision and that the city engaged expert, accredited professionals to determine a range of market values.

He said Brandt purchased at the top of that range.
As for what this might mean for a new arena project down the road, Anderson said this “doesn’t impact anything around a new arena.”

“I would say there’s nothing going on about a new arena right now, but this would not impact that. There is a clause in here where if the city decided to do a new arena that would directly compete with the Brandt Centre and Brandt wasn’t involved, we would then have to purchase the Brandt Centre back. Obviously it’s a unique asset that cities don’t have two arenas so they need to protect that. If they’re going to put significant investment into this building, they want to make sure that the city doesn’t swoop in and create a new spot but it doesn’t impact the new stuff at all.”

The next steps are FOR the report on the proposed deal to go to Executive Committee on Wednesday, April 29 and then to City Council on May 6. The city says this will allow two opportunities for the public to provide comment prior to council making its decision.

Brandt has proposed to purchase a large portion of the REAL District for $6.4M, which would put the city off the hook for the $78M of deferred maintenance needed for those buildings. In total this would be a value of $80M to Regina taxpayers.
The current operation of REAL is a significant financial obligation for the City. The $10.8 million funding council has provided annually in 2025 and 2026 is equal to $208,000 per week in funding that could otherwise be used on core services, Council's Strategic Priorities or a property tax reduction.
While city administration recommends mayor & council approve the proposal, they note one of the largest risks remaining is the City's ability to effectively obligate the purchaser to do what it proposes to do. As with any contractual arrangement, there are practical limits on the City's ability to compel performance. To mitigate this risk, the Proposal includes a requirement that Brandt make a minimum investment of $15 million within 24 months of closing. If this requirement is not met, the City may either require Brandt to pay the investment amount to the City as an increase to the purchase price or, at the City's option, exercise a re-purchase right.

I was looking at Facebook marketplace and the Lets Sushi in the Sherwood Village mall parking lot is for sale. I wonder what the story is there. The one at Superstore is still open. Maybe they thought they were losing the lease on that one and opened the other one down the street.

More information from Reddit on the Brandt proposal. There are a few more hidden costs (i.e. subsidies to Brandt) than the media has so far reported.
  • After the $6.5 million sale goes through, taxpayers will be required to pay Brandt $9 million over he next two years for an “operational cost adjustment”
  • the City leases two major properties to Brandt for the company to operate for at least 50 years (and up to 99), for which Brandt will pay the City a dollar a year; in exchange the City will provide $550,000 for a “fixed capital maintenance reserve fee.” Except that fee isn’t fixed, it will go up at least 2% every year, so after 50 years we’ll be paying them over $1.3 million in a year and a total of over $28 million after 50 years. Just for maintenance. Those buildings will surely be sparkling.
  • The report seems to suggest the City would be required to pay up to $2 million in costs for a new entrance to the property from Sask Drive if Brandt decides they want one. Why anyone would want to put another intersection at Sask Drive is another question all together. I guess them Semple boys really love waiting on trains?
  • It also seems to suggest that, when Brandt gets full use of the stadium for up to two events a year (for which they get to retain all the money from food and beverage sales), the City must pay costs for police, transportation plan management, fire, and bylaw enforcement services.
  • The City has to pay costs for subdivision of the sale lands and any costs associated with changes to the OCP and zoning bylaw.
  • The City is also on the hook for potential severance for every REAL employee let go in the two years after sale. Considering Brandt will be operating almost the entire property and its sole remit is to attract and execute events, it doesn’t seem likely REAL will need to exist. So what will it cost to pay severance for the 50 or so people that work there? Probably a bunch?

I think I am opposed to this deal (not that it matters, because the city is going to rubberstamp it). If Brandt truly wanted to just buy the land, then okay, let them buy some of the most central land in the city at market value. But that's not what this is, it's a corporate subsidy to ensure that Brandt can operate events and make money while the taxpayer has to subsidize the events. Also, say goodbye to hundreds of unionized, okay-paying jobs (and say hello to fewer, crappy jobs at Brandt, one of the worst employers in the city).

This isn't a defense of REAL...but exchanging REAL for Brandt is like a devil's deal.

I support this deal. These assets in City hands will never make money and as set forth in the meeting packet will continue to be a huge drag on the Civic budget. You are cherry picking only the City's obligations here. Brandt is assuming massive liabilities and risks. This is an opportunity to breath new life into the REAL campus. They City could have tried, but as we have seen, they are not good at this.

Also one error in list. Brandt is paying the $550K per year into the capital reserve for the ITC, not the City.

If the goal of this land is to operate public event spaces, then I think making money shouldn't be one of the core goals (same with things like roads, schools, etc - they are services for the public, subsidized by taxes). However, there's also a requirement to still operate things prudently, which REAL has not done. But the solution to that is to have the city dissolve REAL and take over directly and make big changes.

If the goal is not to operate public event spaces, then I think there should be two options:
  • Use the land for different public use - In this case, you tear down much of the old buildings (including Brandt Centre) and use it for something else. Or lease some of the land for private operations such as hotels, new arenas, etc
  • Sell the land at market value - It's a giant chunk of land at the centre of the city. If you sold it to a developer to use for whatever they want, then the city would get a lot more money than what Brandt is paying

Instead, we're going to get a frankenstein situation of still having public events, but any profit is going to the private sector while the taxpayer subsidizes it. Socialize the losses and privatize the profits, effectively.

They are doing the support work for the north Albert bridge in a different order than last year. Last year they did the center pier first then started the north abutment later. They have a lot of rebar in on the north end and are just starting the center pier.

I took another look at the Litchi app for planning drone missions. It will be very useful for pre-planning flights, also make it easy to do timelapses where the drone gradually changes position. You can specify a paths and targets for the camera to point at. There's a 3D preview so I can get an idea of what will be recorded.
