Nothing is all concrete. The frame will distribute the load from whatever it's attached to differently. It will also make the cores more shear resistant than regular reinforcing steel where it needs it most, and is probably be to brace the cores to each other without having to pour them as a single unit. You really don't want two cores that high and thin flexing independently.
By placing the connections between cores you can break up resonances and have a lighter, more sway resistant structure than a single monolithic core.

not really. the old wtc's core was covered in sheetrock. the FT will have concrete encased steel.

I don't know, I guess it looks slow to some but it looks like they've made a ton of progress since I was there last spring.
