Ontario is definitely more expensive. The only people who say it is less are people writing articles backed by the private insurance industry who want to see the demise of public funded systems so they can ride roughshod over BC.

In Ontario it actually depends on who you are. If you are a male under 25, you pay the most, regardless of your driving record. It's legalized age and sex discrimination. I have friends who went to University in Ontario and they all paid somewhere between $4000 and $7000 a year for insurance.
Sex and age also play a factor in Alberta, so while it may seem like the "average" in Alberta is around the same in BC, many people pay way higher than that, just based on their age.
We are by no means cheap compared to some of the other provinces, but we also have more foreign drivers (people who grew up accustomed to different rules and habits of the road, even from other provinces and US states) as well as more fraud and theft, and more dangerous roads, than provinces like Saskatchewan and Prince Edward Island.
If we ditched ICBC and went private like Ontario, I have no doubts that if you are a male under 25, you would be paying $10,000/year on insurance.
