Looks like there were. The rezoning establishes the envelope / scale of the building. The DP shows the design they're proposing to build (and even then, there can be significant changes to the approved plans, especially if the Urban Design Panel wants something altered, although I think here it's purely the developer / architect who changed it). Horizontal fins like that aren't very practical, as they have to be bird-proofed and don't really do anything for solar gain, so it's not surprising they were dropped.
And one of the requirements at rezoning was to improve the passive performance - the glazing became triple glazing with specific low-e coatings on appropriate surfaces and the vertical glass fins were added on the southwest corner.
