Most projects proposed die, whether they have a comprehensive feasibility effort or not. IMO the prime reason is funding. We have funded many poor ideas (look at the road construction mess) and many good ones, but it is simplistic to think that there is a strong causal relationship between good feasibility efforts and the final carrying out of a project. It would be nice if it were so, but there are many other aspects that enter into the picture. We always hope that decisions will be made on the best of evidence and that policy will be made on the best knowledge base. After nearly 40 years working in the public sector and making policy, I am a bit jaded about the role of evidence in decision taking. That is probably why I am skeptical of "feasibility" efforts. I am sure that the next generation will get it right - at least that is a hope.
