hard to say, if it and the other office proposals in the city snag an anchor tenant construction will begin almost immediately. If not it seem the developers are ok to wait it out for years until that happens.
2 big towers, 3 if you include the well and under construction right now because downtown had very low vacancies 3 years ago.
For Union Centre I don't mind waiting because it would completely block the faboulous 160 Front West from the skyline when it's built
