It has structurally topped out. Definitions from CTBUH:

"Structurally Topped Out"
A building is Structurally Topped Out when it is under construction and the highest element of the primary structural frame is in place. Architectural features such as parapets, rooftop mechanical screens, or spires may not yet be present.

"Architecturally Topped Out"
A building is Architecturally Topped Out when it is under construction, structurally topped out, fully clad, and the highest finished architectural elements are in place (e.g., including its spires, parapets, etc.).

Not sure why you're quoting me.

Again, these ceremonies don't have anything specifically to do with a "topping out" date, however you wish to define the term. They're scheduled months in advance. The ceremony is symbolic of completion, which is marked by a "topping out", but the date itself is immaterial, and intended for dignitaries and media.

Okay, so everyone here thinks it's a fake topping out. IMO it is still a somewhat significant milestone. As NewYorkYIMBY puts it, "While the skyscraper still has yet to reach its pinnacle, the ceremony marked the completion of the steel-framed superstructure up to the top of the final habitable floor."

Yeah, doesn't mean it's topped out. I don't know why you would argue such a thing. It clearly isn't. But it's ok if you want to believe it is. Perhaps you shoud enjoy another turkey sandwich.

I can't believe after all this time and thousands of pictures, i see nothing of the one crane coming down or recognizing the operator. That was a hell of a job you did. :

Is it "topped out" simply because of core / occupied height? Obviously the 1,388 foot crown is not topped out yet. The building is still around 1,250 feet tall.

The skyline looks so much better now from a distance. Hudson Yards was taking up too much attention, made the rest of the skyline look too spread out lol
