The height limit helps in some ways. It's a smaller city so if developers were allowed to build giant 600 unit condo developments or million square foot office towers there would only be a couple of those downtown. It is much more interesting to have a greater diversity of smaller projects, and it is better to fill in more surface lots (there used to be a lot of those but they are mostly gone now).
I also think the newer buildings are more attractive than the older ones, with only a few exceptions. The recently-renovated TD tower for example is probably my favourite highrise building there aside from the art deco Dominion Public Building.
It's hard to tell how it will turn out, but I think Queen's Marque has the potential to become a major local landmark.
