Why the naked band? It messes up the whole flow. Who cares if it's a machine floor or whatever the case may be?

Functionality. Machines don't need balconies.

I think the "band" is a wonderful aesthetic touch. that adds to the dynamic of the building and keeps it form being a blobular mass. It reemphasizes the underlying box in the building and provides a natural functional break both in concrete and glass for the change in floor plans.

This tower looks better to me in photographs than it does in person. Maybe it's the lack of immediate context with multiple other works of architecture, maybe it's the paint (sorry to bring this up again but the raw concrete really gave the form some adding meaning and depth), or maybe it's none of the above; something about it just looks kind of contrived. At any rate, the proportions are only going to improve more with additional height.

Ha - it is all those groovy balconies that are such a selling point. Never thought of it from a security standpoint. Rember the computer mockups that show what great sightlines the balconies give the building.

The rally is at the extreme other end of GP (south) so this is probably Secret Service being cautious - as they should.

Yeah we got notification about traffic disruptions and bus route changes here at Aon Center. . . also mentioned they're going to be coming 'round the offices to black out windows in order to shamelessly plug 2016. . . there's also a moratorium for early next week that's basically shutting down everything that has to do with utility street work etc. - which has been blamed for the Trump spire lift as well. . .
