It's not the schools (except schools of thought), it's the political process.

Also, "code" can refer to land use code (governs zoning) as well as building code (fire safety etc.).

Colleges don't determine policy. Neither do planners except in the details and the supporting processes.

I don’t think it is the Ontario government that says no to low or medium rise apartments but city hall where lot of city planners just look at the US and find that odd what they are doing down there.

Where in the US it not the state governor or mayor that says no to it but lot of city planners working in city hall that find what Canada is doing very odd and use to the low, medium and high density areas. And what to please lot of suburban people to not see high rise apartment or high rise condo plot down in there area.

If there is demand for apartments and you what to build it in low density area or out side of the urban area in the suburb city hall will vote for low rise apartments. Where as city planners in Canada working in city hall find the US high, medium and low rise odd and too restricted even if they had knowledge about it.

I don’t think urban planning school teaches in Canada high, medium and low rise zoning areas in Canada it housing area zoning, townhouse zoning area or apartments or condo area zoning.

And when need for apartments come up in area the developers opt to build high rise because it is cheaper and city hall gives them the green light to go ahead and build it. Where in the US there lot more zoning restrictions even if the developers wanted to build high rise unit.
