So they are still going through the full Philip Aziz Ave reconstruction/widening but just leaving the rest for later? Not ideal but that section is a death trap for pedestrians so regardless it's a good first step.

An under or overpass for pedestrians would be great here as well, the volume of pedestrians is only going to increase so why not solve the problem.

Yes this is pretty much correct... there are some operational improvements planned to the traffic signals next year (no rights on red, leading pedestrian intervals, and lagging left-turn phase), but no significant changes to any of the physical infrastructure, other than the extension of the SB right-turn lane, and in-boulevard cycling paths to fill in the missing bike lane gap along Western Rd.

For the full reconstruction of Western Rd, the city wants to wait until the rapid transit line gets constructed along Western. This is supposed to get done some time before 2035 according to the new mobility plan, but that's contingent on federal and provincial funding.

They have now cleared the trees surrounding the Philip Aziz's property on top of the embankment. The house appears to be vacant now as well.

Hearing construction is going to begin in the next week on this project, Philip Aziz will be closed

I just saw the plans for the new university bridge, which will be immediately to the south of the existing bridge. It is a shame they didn't (or couldn't) consider a new throughway connecting Philip Aziz and Huron. That would have been win-win for the university and the city, but I guess since UWO is paying for the bridge, that option would be too expensive (given the number of expropriations needed).
