City planning staff is recommending that Council approve the zoning changes that would allow for the 8-storey building at the corner of Richmond St and University Dr.

This goes to the planning committee on June 11th and then to full council on June 25th.

Western officially submitted their zoning request for the Richmond site just last week, so I wonder if this exemption could actually apply here... and thus this zoning application would not need to continue.
And now we officially know that the exemption applies here. The bill received royal assent last week which means that zoning applications and site-plan applications are no longer required for universities that get provincial funding, which includes Western.

So now I would assume that they can directly proceed to the building permit filing stage.

So does that mean that now that Western owns the Harrison Pensa building at Talbot and Carling that they can knock that down, and build a 60 floor building if they want? If so, this sounds like universities might have found a new funding stream.

Alas, that downtown building has been on ice for quite some time, and will continue to be on ice for the foreseeable future, as it has moved (way) down the list of priorities for the university.

Sadly it will probably still take city hall 6 months for all the various city dept to review and approve the building permit. Still not clear if this new Bill prevents OLT appeals from being filed. If not then it could take upwards of another 2 years to get thru the OLT processes.

Construction fencing has now gone up for the NW corner Richmond St entrance 8s residence building. Will be interesting to see who they hired as the general contractor builder of this building.

Looks like EllisDon has been awarded the contract to build the new 8s residence building at the Richmond gate. Excavator onsite and the digging has begun. Will be interesting to see if they centrally locate an extra long boom tower crane or go with a two tower cranes to cover the entire footprint.

EllisDon has now set two tower crane bases for this future 8s building. Could see the cranes up before the holiday break.

Mobile crane at work today setting up the west side tower crane for this new residence. Would imagine they start on the east side tower crane soon after.

These will be the first 2 tower cranes of 2025 to go up.

The west side tower crane is now standing. Excavator continues work on the east side of the building footprint pit.

looks like they are not putting up the east side tower crane but rather doing utility hookup prep.

ED has now setup the 2nd tower crane on the east end of this building.

Working towards the east end of the building footprint on the L1 walls and posts of the foundation for this 8s residence building. Most of the building will not have a L1 level as it appears they will not offer underground parking.

First ground floor walls and posts now poured on the west end of this building. Still working on the foundation footings and posts on the east end fronting Richmond St.

Starting to form for the 2nd floor slab on the west end while the last foundation footing walls and posts are being formed on the east end.

They have now poured the 2nd floor slab on the west end and have got some of the 2nd floor wall forming started. The foundation wall footings and posts are all now poured on the east end.

Forming for the 3rd floor slab started on the west end. Have some of the 2nd floor walls and posts now poured in the middle section. Still have not poured the ground floor slab on the east end.

Still working on the east side ground floor. This end of the building has a larger footprint for the dinning/amenity spaces and some custom forming needs for the design elements.

Have now poured the 3rd floor slab on the west end and have started forming the 3rd floor walls and posts. The center section is forming now for the 3rd floor slab and the east end has made some progress with ground floor walls and post although they still are working on the foundation footings for the extreme east end.
