I wanted to offer a couple points of clarification to your commentary.
The typical Regina Apartment is looking at approximately 285,000 to 300,000k per door once you include land, design, permits, construction so forth and so on. I would hazard a guess that the 188,000k referenced in your post is the hard construction cost only, and that would be on the very very low side. The typical Hard Cost component is in the 200-230k per door range. The land was NOT donated, it was purchased at market value.
The Orange Buffalo Lodge is NOT just housing which contributes to the cost of the project. It include 6,500 sf of what is essentially commercial CRU space which include a full commercial teaching kitchen, a full commercial laundromat, Employment and Mental Health Support Offices, and a Community Gathering Space.
The concept behind this project was not just housing but offering some of the supports and skill developments that the vulnerable and/or those who haven't been afforded the teaching of those skills.
The trades and suppliers have worked tirelessly to bring the costs down from the original designs, including reducing labour rates, material costs, and doing work outstide of scope. There are also certain requirements under the funding agreements that contributed to some of the costs as well.
All in All, this isn't 30 Door at 420k/per door. Its 30 doors at a similar cost to market apartments with the supports and community hub.
