It's funny how Metropole might end up being the best looking, highest quality, and tallest building in this TOD zone for thirty plus years at this rate (16 years and counting, with nothing better in the pipeline).

Great. A hideous twin tower next to it.

Now a 22 story tower according to this. These guys built 1960 Scott, so we had better start praying that this thing doesn't continue the (no)style in the second tower....

1950 Scott will block the existing ugly 1960 Scott build basically entirely. So realistically ANYTHING better than that will be a welcome addition.

This might be the lowest bar for a development ever.

Also fyi that article mentions 2026 Scott towers which is Granite Curling club. So they might have the distinction of the nicest and the ugliest buildings in Westboro simultaneously.

Wait what colonnade owns 2026 scott?? Lots of uncertainty in the article. Seems like a big summer is shaping up for them.

“2026, the east tower, is what we are targeting to get out of the ground first but we are running 1950 (Scott) in parallel to see if we can get that one either going simultaneously or, alternatively, depending on the capital stack and how our partnership is put together, that one might end up going first."
From article referenced above.

New zoning by law amendment to increase the density in line with the New official plan and updated secondary plan due to proximity to a rapid transit station. So taller building. Just posted so documents not available for viewing yet.

I wonder if the plans for the Clifton townhomes have changed. Or is that not the same project?
The results of the wind study are laughable. They are based on 2018 data, so before the McRae/Scott buildings were built. Anyone that walks there on a slightly windy day knows how bad the wind is, especially during the winter. Why can't engineers use more updated data, that better reflects current conditions.

Another thing: 44 parking spots for 244 units. Great see such a low ratio, but given how many cars line Scott Street between Clifton and McRae, I wonder if that will be enough.

I believe thats a different project. One of the view angle diagrams they have in the docs show a project behind this.

Updated proposal (Sept 2024)

A previous Zoning By-law Amendment application was submitted to the City of Ottawa in 2019 to develop a 20-storey residential building. The proposal included 141 dwellings, 161 automobile parking spaces, 158 bicycle parking spaces, and 1,860 square metres of amenity space. The Zoning By-law Amendment was approved on August 22, 2019 at Planning Committee. The approved amended zoning for the subject property was TM[2851]-h S400. The holding provision required a Section 37 agreement to be registered and paid prior to releasing the holding zone.

In the interim between the approval of the previous development application and the requested Zoning By-law Amendment and Site Plan Control applications the Planning Act, Provincial Policy (Planning) Statement, Official Plan, and Secondary Plan have been updated. Consequently, the planning policy that regulates development on the subject property has evolved over time to provide opportunities for greater levels of intensification than what has been approved.

The present proposal looks to add an additional two-storeys in height, as well as increase the podium from three-storeys to four-storeys and increase the number of dwellings from 140 to 244 dwelling units. The Client is also considering the allocation of some bachelor and one-bedroom units as affordable housing units. However, final proportions are yet to be determined.

The most prominent alterations to the design include:
  1. Increasing the podium height to four storeys along Clifton Road to reflect the new Official Plan.
  2. Enclosing the parking garage access ramp within the architectural language of the podium.
  3. Providing ground level, street oriented units with accompanying terraces and landscaping along Clifton Road.
  4. Adjusting the proportion of the podium to accommodate a more square exterior amenity space in the South-West corner of the site.
  5. Increasing the percentage of landscaped area on the site.
  6. Adjusting the level 22 plate to eliminate a stepped effect along all facades at the rooftop level.
  7. Increasing the provided bicycle parking stalls to 245.
  8. Decreasing the number of floors of below grade parking and number of parking stalls to 91.
  9. Increasing the number of residential units to 244.
  10. Providing a commercial/retail unit along Scott Street (+/- 2,098 sq.ft., 195 sq.m.).

Unit Distribution:
  • 57 x Studio
  • 60 x 1 Bedroom
  • 3 x 1 Bedroom - Internal
  • 3 x 1 Bedroom + Den Internal
  • 52 x 1 Bedroom + Den
  • 20 x 2 Bedroom - 1 Internal
  • 39 x 2 Bedroom
  • 10 x 2 Bedroom + Den

Tower seems a bit plain but the podium and street level seems like a massive upgrade over its neighbor.

20 floors seems to be an odd choice, I'm sure they could easily go higher without pushback.

It's revised to 22 stories. How high were you thinking?

The unit/parking ratio is off, otherwise, this is fine. Podium in particular. I can live with the tower since Metropole, Azure and hopefully the granite club will remain the stars of the skyline.

This would be an excellent blocker when looking at the Westboro skyline from downtown, removing the blight that is 1960 Scott from many angles.
