Gatineau airport looking to build student housing nearby. Seems most of the flight school students are from South and Central America... You gotta wonder if they are training to deliver "Pure Grade "A" Colombian my friend!".

Même s’il n’offre aucune liaison permettant de rapprocher l’Outaouais du reste du Québec, l’Aéroport exécutif de Gatineau-Ottawa, avec ses quelque 58 000 mouvements sur le tarmac en 2022, est l’un des plus achalandés de sa catégorie au Canada. Sa direction a depuis quelques années décidé de miser sur la formation plutôt que sur les voyageurs et le pari rapporte gros.
Le pôle de formation développé par l’aéroport à l’aide des quelque 13 millions de dollars en subventions municipales, provinciales et fédérales a généré à lui seul 4,7 des 21 millions de dollars de retombées économiques l’an passé, d’après le bilan annuel présenté hier au conseil municipal. Ça pourrait grimper à 6,5 millions lorsque les installations seront utilisées à pleine capacité par l’école Sélect Aviation, à savoir d’ici la fin de l’année. Le reste des revenus de l’aéroport provient essentiellement de la vente de carburant.
Il y a actuellement 200 étudiants à temps plein qui suivent une formation de deux ans à l’aéroport de Gatineau pour devenir pilote professionnel. Ils proviennent presque tous de l’Amérique centrale et de l’Amérique du Sud, précise le président de l’aéroport, Gilles Lalonde. À la fin de 2023, ils seront 300. «Le collège Select Aviation regarde aussi la possibilité d’offrir la formation d’ingénieur en maintenance d’avion, ajoute-t-il. Il y a une demande importante pour ça dans l’industrie.»
Résidences en zone industrielle?
Le manque de logements pour héberger ces étudiants commence toutefois à poser problème et à limiter le développement du pôle de formation en pleine émergence. «Présentement, Select Aviation est pris à la gorge pour trouver du logement, explique M. Lalonde. Ils ont dû acheter des maisons unifamiliales sur le territoire pour héberger les étudiants. C’est loin d’être idéal. Ce qu’on voudrait c’est un hôtel pour étudiants, directement sur le site. On est déjà en discussion avec un partenaire à Montréal qui nous a fait une offre pour construire un bâtiment modulaire de 150 chambres. Le terrain convoité est adjacent aux hangars. On aimerait pouvoir faire une annonce d’ici deux semaines. Ça pourrait être prêt dès cet hiver.»
Le président de l’aéroport préfère parler «d’hôtel pour étudiants» plutôt que de résidences étudiantes comme c’est habituellement le cas pour les hébergements liés aux établissement d’enseignement. C’est notamment pour des raisons d’aménagement et de zonage. Dans un contexte où la construction du nouvel hôpital régional viendra mettre de la pression sur ce qui reste de terrains industriels à Gatineau, chaque détail compte.
La mairesse de Gatineau, France Bélisle, ne considère pas que le zonage soit en enjeu dans ce dossier. Elle affirme être «favorable» à tous les projets de logements permettant d’attirer et garder des gens à Gatineau. «Je pense qu’il faut le considérer, a-t-elle lancé en parlant spécifiquement de l’hébergement pour les étudiants de l’aéroport. L’enjeu fondamental c’est que des étudiants qu’on attire ici n’ont pas de place où rester.» Le président du comité exécutif, Daniel Champagne, est d’avis que des efforts doivent être faits pour s’assurer que ce projet d’hébergement puisse être mené à bien. «L’analyse sera faite par nos services afin de voir si c’est le bon terrain ou pas, a-t-il ajouté. On verra la recommandation qui sera faite au conseil.»
Desserte Gatineau-Québec
Plusieurs élus municipaux ont cherché à savoir si la région pourra un jour profiter à nouveau d’une liaison Gatineau-Québec comme ce fut déjà le cas. Le président de l’aéroport n’a pas cherché à créer de faux espoirs. «Je n’ai jamais voulu abandonner, mais ce sera difficile, admet-il. Le plan gouvernemental des billets à 500$ pour attirer des transporteurs dans les régions ne semble pas fonctionner. En plus, ici, il n’y a pas de problème de desserte en raison de la présence de l’Aéroport d’Ottawa. Les transporteurs sont en compétition avec les grands joueurs et ils ne prendront pas de risque financier ici. Il pourrait peut-être y avoir une desserte pour le nord de l’Ontario, mais pour Québec, je n’abandonne pas, mais je cherche comment y arriver. Ce sera difficile. Ce n’est pas une priorité.»
Développement aérospatial
Gilles Lalonde croit que les efforts doivent être mis au développement des terrains situés à l’est et au nord de l’aéroport pour attirer des entreprises dans le domaine de l’aérospatial. Des dépenses d’environ 7 millions de dollars pourraient être nécessaires. Cela permettrait selon lui de doubler les retombées économiques de l’aéroport, les faisant passer de 21 millions à 44 millions de dollars par année. Avec le pôle de formation, l’aéroport pourrait générer jusqu’à 391 emplois, dit-il, en citant un rapport de Raymond Chabot Grant Thorton.
«Nous avons plusieurs discussions avec de grands joueurs, mais ces gens-là gardent pour eux leurs projets stratégiques, a indiqué M. Lalonde. C’est à nous de leur démontrer ce qu’on aurait à offrir. On aimerait voir venir s’installer des entreprises qui font la maintenance pour Boeing ou Airbus. On a la capacité aéroportuaire pour ça. […] Il nous faut être proactifs et démontrer ce qu’on peut offrir si on veut attirer ce genre d’entreprises. […] Ces grandes entreprises ne font pas de cadeau à personne. C’est à nous de leur donner une bonne raison de venir chez nous. Présentement, elles ne sont même pas au courant qu’on existe. Il faut développer ce qu’on veut leur vendre pour être sur leur radar.»
Le mandat de gérer et de vendre les terrains industriels à Gatineau revient au Secrétariat du développement économique, dirigé par Isabelle Veilleux. Cette dernière a noté que la construction du futur hôpital dans le parc industriel du boulevard de la Carrière forcera le déménagement de plusieurs entreprises et que cela risque de créer «une pression» sur le développement de l’aéroparc. Une réflexion sur le développement des parcs industriels est d’ailleurs en cours à Gatineau.
