Winnipeg is a real city, I really enjoyed my visit and could spend weeks exploring the Peg. The Winnipeg Clinic building (#53) really stood out to me too, as well as Manitoba Hydro (#3), and of course the Exchange District is amazing. Believe me, I know that feeling and appreciate how it makes the excellence of this set even more remarkable.
Winnipeg Clinic was actually built in several stages between the early 1940s and 1959. I don't know whether the fins were part of the 1940s iterations but if they were it would be quite an early example of that sort of thing.
I think that perhaps the fact that Winnipeg was home to one of the only architecture schools in Canada raised the bar a bit when it came to design (although the bar fell pretty badly after the 1970s, thankfully being raised again in the last 10 years or so).
