The only reason people remember pre-amalgamation days as "better" is because the province put a lot of money in regional government. With amalgamation also came massive downloading of services just to make Ontario's budget look good. In reality the old Ottawa (pop. 300K+) was suffering and in debt from having to provide infrastructure and services (ie. traffic and policing in the core) that residents from all the other surrounding communities had full advantage of. OC Transpo, water and sewers, health and social services then were all tapped into the provincial coffers.
