You're thinking of Mt. Baker. From the top of Mt. Baker you'd theoretically be able to see anything in the Vancouver/Victoria/Bellingham area.
Years ago I was on a boat just off of Sidney (northern part of Greater Victoria) and I was indeed able to see Mt. Rainier in the distance. I was quite impressed (I've been on a small boat like that just a handful of times in my life) but the other folks on board just took it for granted.
This picture of Victoria was taken from the mountains above Port Angeles, Washington (most of Victoria is actually out of frame to the right but you can still make out a few residential highrise buildings in Vic West and on the western side of James Bay):
