Thanks for the links guys, quite an impressive structure. I do wonder if the review board in State College is less "stringent" than the board in Ithaca. I certainly hope so.

The State College approval committees are very pro-construction, pro-highrise right now. Mostly out of necessity, since the university plans on continued growth with very little investment in new dorms. They are basically scrambling to put up apartments as fast as possible - hence the "collegiate overlay" zoning amendment that provides kickbacks and incentives to build tall and fast. The new projects at High and College, Beaver and Locust, and now at College and Atherton are the result of this major zoning amendment.

Ithaca is in the same situation, but their approval system isn't where State College is at, though they have been getting better recently. A lot of Nimbys up there.
