I think those two barriers are significant but they aren't stopping development east of downtown, which started slowly but has really gained momentum. Between Weston pushing downtown westward and UTSA investing hugely in their campus, I think the developer quoted in the article is right. The area between San Pedro Creek and San Marcos St. will start seeing a lot more investment.
