If anything bulk adds more to the city from a functionality standpoint. Given the parcel size, something with high square footage is ideal versus sacrificing functionality for height or eye candy.
Few examples in the city where bulk is greater than height. Just look at 85 Jay aka Front and York. Not the tallest thing around, at 250 ft but its mad impressive just because of its grand bulk. Or the MetLife Building aka 200 Park. Sort of gets drowned out now but no denying that what it brings to the city with its almost 3 million square feet is more important than say a 1300 ft, only 800k square foot tower.
