Kochi port gets bunker tax break from the state government

Bunkering at India's southern port of Kochi has received a major boost after the Kerala state government drastically reduced taxes on bunker products sold to foreign vessels.

The state government reduced value added tax (VAT) on bunker products to 0.5% in mid-August from 12.5% previously, local sources confirmed with Bunkerworld.

''The region's locational advantage – situated just 11 nautical miles off the main shipping route – offers great (bunkering) potential to service vessels plying to and from Colombo, Fujairah and Singapore,'' a local source told Bunkerworld.

The government had been mulling over the tax reduction for a few years – a process that many considered as bureaucratic hurdles and reflective of the tardy attitude of relevant regulatory agencies in India.

The tax reduction is a welcome move that could help Kochi become an attractive bunkering port due to its close proximity to international sea routes.

India's three biggest oil refiners – Indian Oil Corporation Ltd, Hindustan Petroleum Corporation Ltd and Bharat Petroleum Corporation Ltd – all have a presence in Kochi port as bunker suppliers.

Cochin Port Trust recently completed a feasibility study on constructing a bunkering terminal in Kochi port and is on course to meet the 2011 project completion date.

The bunkering terminal, estimated to cost between 1.5-1.8 billion rupees ($31-37 million), will be awarded on a design, build, finance, operate and transfer (DBFOT) basis for a concession period of 30 years.

The multi-user liquid terminal will be built on Puthuvype Island, part of Kochi port.

After the project is completed, global tenders will be floated for operation of the bunkering terminal, according to the port authority.

Apart from the bunkering terminal project, Kochi port is also seeing the Vallarpadam container transshipment and the LNG terminal projects.

''The projects are nearing completion as per schedule and we hope to record a steep rise in revenue once they are over,'' N. Ramachandran, chairman of Cochin Port Trust, was quoted saying.

He added that Kochi port would become the main driver of Kerala state's economy.

Police commissionerate for Kochi

Kochi is getting a Police commissionerate on the lines of metropolitan
cities of India. The police commissioner will have the magisterial
powers that will help to handle better the law and order problems of
the city. State govt has also decided to form a metropolitan council
for Kochi and recommend formation of Kochi Metro area on the lines
of Metro cities of India.

KOCHI: Home Minister Kodiyeri Balakrishnan on Sunday said that the government had given approval in principle for establishing a Police Commissionerate with magisterial powers in Kochi. He said that further steps would be taken to get approval from the state government in this regard.

"The city police need to be modernised. Establishing a Commissionarate will help the department get more Central funds for the modernisation of the city police," he said at a function organised to launch the traffic awareness carnival of the Kochi city police at Marine Drive.

The Minister said that the State Government could not take up renovation works on the residential complexes of cops due to dearth of funds. "The State Government will take up the matter with the Centre and take steps to renovate the residential buildings of the police personnel," he said.

Union Minister K V Thomas, who presided over the function, said that to a great extend the State's Police Department was successful in maintaining law and order, barring certain stray incidents.

"It is noteworthy that the police is number one in the country when it comes to maintaining law and order," he said.

Thomas said that various projects, including the Metro Rail Project, had been conceived to reduce traffic congestion in the city.The Minister also distributed ID cards to 1,500 autorickshaw drivers in the city. Director General of Police (DGP) Jacob Punnoose said that the police should try to understand the security of people and devise measures to meet their requirement.

Ernakulam Range Inspector General Vinson M Paul, City Police Commissioner Manoj Abraham and Deputy Commissioner of Police P Prakash were present.

The function also witnessed the official launch of German-model patrolling bikes and the inauguration of the Janamaitry Park set up with the MLA fund of K V Thomas.

Kochi Metropolitan council to be formed

The local bodies like corporation, municipalities and panchayats in the metro area
to be replaced by a single Metropolitan council.

Official sources told The Hindu that a proposal had been mooted to carve out a Kochi Metropolitan Area based on the framework of the Kochi Urban Agglomeration prepared as part of the City Development Plan under the Jawaharlal Nehru National Urban Renewable Mission (JNNURM). It would comprise the western half of Kochi, satellite cities and towns.

This is expected to lend ‘metro’ status to Kochi. More metropolitan areas may be formed in future in different cities. The councils to be formed to govern the metropolitan areas too would have sufficient women representation.

New Delhi: Delhi, Bangalore and Greater Mumbai have been named as the top three most affluent cities in the country based on lifestyle and consumption habits of the people residing there, according to a survey by The Nielsen.

The Nielsen Upper Middle and Rich (UMAR) survey has ranked Delhi at the top of the chart of 10 most affluent cities based followed by Bangalore at the second place, Greater Mumbai (3rd), Chennai (4th) and Hyderabad (5th).

Besides the top five, the others in the list are Kolkata (6) Kochi (7) Pune (8) Jaipur (9) and Ahmedabad(10).

KOCHI: Plans are afoot to set up a nano park in Kochi where a consortium of companies, institutes as well as educational institutions will set up facilities for research, educational and commercial activities based on nanotechnology.

The park is planned to be established on a location along the seaport-airport road and efforts were under way to acquire land. The park could begin its activity with a nano lab to facilitate research, Charles Taylor, a U.S.-based lawyer focusing on international legal cases involving intellectual property rights and working with Indian and foreign entrepreneurs and scientists in the field, told The Hindu.

A Kochi-based entrepreneur as well as a few of the internationally-reputed scientists in nanotechnology, hailing from Kerala and working abroad, had charted out a course of action for the formation of the park. The idea of forming a nano park was initially floated by scientists and entrepreneurs who are active in the field. It had gained further prominence at informal deliberations at an international conference of nanotechnology experts and entrepreneurs engaged in developing products based on nanotechnology held in Kochi recently.

Several prominent scientists hailing from Kerala and doing internationally acclaimed work in the subject abroad had participated in the conference. They included Pulickel M. Ajayan, a scientist at Rice University, Texas, USA, and Suresh Valiaveetil, Associate Professor of National University of Singapore.

The initial investment involved in the setting up of the park would be to the tune of $ 1 million, Mr. Taylor said. There would be about 100-150 employees in the beginning stage.

The primary facilities were to be arranged within a year. When more groups join the venture, the investment would grow up to $ 5-10 million. The park would be able to bridge the gap between technology and industry, he said.

“Nanotechnology is a budding area and there is a big need to give a thrust to it,” he said. As to why Kochi is being selected for the project, he said it was an upcoming city with sea port and airport facilities, he said.

The park would have a lab with cutting edge research tools and hardware. The initial investment would be pooled by a group of investors who had organised the international conference in Kochi. Venture capital would be another source of funds, according to the proponents of the project.

2. The Ministry of Environment and Forests has examined your application. It is noted M/s Bharat Petroleum Corporation Limited (BPCL) have proposed for Bottoms Upgradation project at Kochi Refinery. The BPCL?s Kochi Refinery (BPCL-KR) was commissioned in 1966 with a crude oil processing capacity of 2.5 MMPTA and has been expanded to 7.5 MMTPA through successive revamps and addition of facilities. Currently the refinery is implementing Capacity Expansion cum Modernization Project Phase-II, which will enhance the refining capacity to 9.5 MMTPA by end of 2009 and also upgrade MS and HSD products quality to meet Euro-III equivalent norms. With the completion of capacity expansion cum modernization project, additional quantities of high sulphur residues will be generated, leading to increased production of furnace oil. No National Park/ Wildlife sanctuary/biosphere reserves are located within 10km radius of the project. The estimated cost of the project is Rs.5900 crores.

Govt has done the right thing, by warning the developers and reviewing the project
progress and acting strongly on default !!

Part of the delay in TCG park was due to octopus Achuthanandan's devious
methods. But thats no excuse for not starting the work even after getting SEZ
status. Biotech park has started functioning already with Ubio the first to start
operations.

The review meeting has given a good thrust to the projects so that there is no
slackening on the part of developer.

കളമശ്ശേരി: കളമശ്ശേരി കിന്ഫ്രാ പാര്ക്കില് ബയോടെക്നോളജി സോണ് വികസിപ്പിക്കാന് ടി.സി.ജി. ഗ്രൂപ്പിന് വിട്ടുകൊടുത്തിരുന്ന ഭൂമി തിരിച്ചെടുക്കാന് നടപടി സ്വീകരിക്കാന് സംസ്ഥാന സര്ക്കാര് തീരുമാനിച്ചു. തിങ്കളാഴ്ച കിന്ഫ്രാ പാര്ക്കില് കിന്ഫ്രയുടെയും വ്യവസായവകുപ്പിന്റെയും ഉദ്യോഗസ്ഥരുടെ സാന്നിധ്യത്തില് വ്യവസായമന്ത്രി എളമരം കരീമിന്റെ അധ്യക്ഷതയില് ചേര്ന്ന ഡവലപ്പര്മാരുടെ യോഗത്തിലാണ് ഈ തീരുമാനം കൈക്കൊണ്ടത്.

നിര്മാണപ്രവര്ത്തനങ്ങള് ആരംഭിക്കാത്തതിനെതുടര്ന്ന് ഇക്കഴിഞ്ഞ ഫിബ്രവരി 12ന് കിന്ഫ്ര, ടി.സി.ജി. ഗ്രൂപ്പിന് വക്കീല്നോട്ടീസ് അയച്ചിരുന്നു. തുടര്ന്ന് പ്രവര്ത്തനം മുന്നോട്ടുപോകാത്തതിനാലാണ് ഭൂമി തിരിച്ചുപിടിക്കാനുള്ള നടപടി സ്വീകരിക്കുന്നത്.

ബയോടെക്നോളജി സോണ് നിര്മിക്കാനായി 2006 സപ്തംബര് 14നാണ് ടി.സി.ജി. അര്ബന് ഇന്ഫ്രാസ്ട്രക്ചര് ഹോള്ഡിങ്സ് പ്രൈവറ്റ് ലിമിറ്റഡും കിന്ഫ്രയുമായി കരാറിലേര്പ്പെട്ടത്. കിന്ഫ്രാ പാര്ക്കില് കിന്ഫ്രയുമായി കരാറില് ഏര്പ്പെടുന്ന ആദ്യ കമ്പനിയായിരുന്നു ടി.സി.ജി. ഗ്രൂപ്പ്.

കിന്ഫ്രാ പാര്ക്കിന്റെ നിര്മാണ പുരോഗതി വിലയിരുത്തുന്നതിനായി ചേര്ന്ന ഡവലപ്പര്മാരുടെ യോഗത്തില് പദ്ധതികള് സമയബന്ധിതമായി പൂര്ത്തിയാക്കാന് എല്ലാ ഡവലപ്പര്മാര്ക്കും മന്ത്രി എളമരം കരീം കര്ശന നിര്ദ്ദേശം നല്കി. ഒന്പത് ഡവലപ്പര്മാരുടെ പ്രതിനിധികളാണ് മന്ത്രിയെ കണ്ടത്. ഇതിന്റെ അടിസ്ഥാനത്തില് നിര്ദ്ദിഷ്ട സമയക്രമം എല്ലാ ഡവലപ്പര്മാരും മന്ത്രിയെ അറിയിച്ചു.

ആരെന്സ് ഗോള്ഡ് സൂക്കിന്റെ 33 ഏക്കറിലുള്ള ജെം ആന്ഡ് ജ്വല്ലറി സോണിന്റെ നിര്മാണപ്രവര്ത്തനം ജനവരിയില് ആരംഭിക്കും. 250 കോടി രൂപയുടെ പദ്ധതിക്ക് കേന്ദ്രപരിസ്ഥിതി മന്ത്രാലയത്തിന്റെ അനുമതി ലഭിക്കാനുണ്ട്. ഇത് സപ്തംബറില് തന്നെ ലഭിക്കുമെന്നാണ് പ്രതീക്ഷ. നിര്മാണപ്രവര്ത്തനം ആരംഭിക്കുന്നതിനായുള്ള നടപടിക്രമങ്ങള് പൂര്ത്തിയാക്കണമെന്ന് മന്ത്രി ആവശ്യപ്പെട്ടു. 2008 ജനവരി 25നാണ് ഇവര് കിഫ്രയുമായി കരാറിലേര്പ്പെട്ടത്.

എസ്എഫ്ഒ ടെക്നോളജീസ് പ്രൈവറ്റ് ലിമിറ്റഡിന്റെ 30 ഏക്കറിലുള്ള ഇലക്ട്രോണിക് സോണിന്റെ നിര്മാണവും ജനവരിയില് ആരംഭിക്കും. ഇതിന് മുന്പ് കമ്പനി കിന്ഫ്രയ്ക്ക് മാസ്റ്റര് പ്ലാന് സമര്പ്പിക്കും. എസ്എഫ്ഒ ടെക്നോളജീസില് നെസ്റ്റ് ഗ്രൂപ്പിനും അമേരിക്കന് കമ്പനിക്കുമായിരുന്നു പങ്കാളിത്തമുണ്ടായിരുന്നത്. സാമ്പത്തിക പ്രതിസന്ധിയെ തുടര്ന്ന് അമേരിക്കന് കമ്പനി പിന്മാറിയതിനാലാണ് നിര്മാണപ്രവര്ത്തനം വൈകിയത്. സൗരോര്ജ ഇലക്ട്രോണിക്സ് ഉത്പന്നങ്ങളാണ് ഇവിടെ നിര്മിക്കുക. ഈ ഉത്പന്നങ്ങള്ക്ക് കേന്ദ്ര സബ്സിഡി ലഭിക്കും. 2500 കോടി രൂപയുടെ പദ്ധതിയാണിത്. 2008 ജൂലായ് 14നാണ് കിന്ഫ്രയുമായി ഇവര് കരാറിലേര്പ്പെട്ടത്.


സതര്ലന്ഡ് ഗ്രൂപ്പ് 25 ഏക്കറില് സ്ഥാപിക്കുന്ന ഐടി സോണില് 2010 ഡിസംബറോടെ ആദ്യ ക്യാമ്പസ് പൂര്ത്തിയാവുമെന്ന് കമ്പനി അധികൃതര് അറിയിച്ചു. ഇക്കഴിഞ്ഞ ഫിബ്രവരി 27നാണ് ഇവര് കരാറിലേര്പ്പെട്ടത്.

സൂം ഡെവലപ്പേഴ്സ് 40 ഏക്കറില് നിര്മിക്കുന്ന അന്താരാഷ്ട്ര പ്രദര്ശന-വാണിജ്യ കേന്ദ്രത്തിന്റെ നിര്മാണ പുരോഗതി കമ്പനി പ്രതിനിധികള് എത്താതിരുന്നതിനാല് വിലയിരുത്താനായില്ല. ഇവര്ക്കുള്ള സമയപരിധി ഒക്ടോബറില് തീരുകയാണ്.എഒടിഎസ് ട്രെയിനിംഗ് സ്കൂളിന്റെ ട്രെയിനിംഗ് സെന്റര് 2010ല് ആരംഭിക്കും.

പ്രതിരോധമന്ത്രി എ.കെ. ആന്റണി തറക്കല്ലിട്ട ബെല് യൂണിറ്റിന്റെ നിര്മാണം ഒക്ടോബറില് തുടങ്ങും. നാഷണല് യൂണിവേഴ്സിറ്റി ഓഫ് അഡ്വാന്സ്ഡ് ലീഗല് സ്റ്റഡീസ് പത്തേക്കറില് സ്ഥാപിക്കുന്ന ഇന്സ്റ്റിറ്റിയൂട്ടിന്റെ നിര്മാണത്തിന് കൂടുതല് സമയം അനുവദിച്ചു.

കാക്കനാട്ട് കിന്ഫ്രയുടെ 75 ഏക്കര് സ്ഥലത്ത് മില്ലേനിയം റിയല്റ്റേഴ്സ് പ്രൈവറ്റ് ലിമിറ്റഡ് നിര്മിക്കുന്ന ഐടി പദ്ധതിയുടെ നിര്മാണ പുരോഗതിയും കിന്ഫ്രയുമായി ചര്ച്ച ചെയ്തു. ചുറ്റുമതില് പണിയുന്നതുമായി ബന്ധപ്പെട്ട് നിലനിന്ന പ്രശ്നം പരിഹരിച്ചു. മാസ്റ്റപ്ലാന് രണ്ടുമാസത്തിനകം കിന്ഫ്രയ്ക്ക് സമര്പ്പിക്കും.

സതര്ലന്ഡിനും നെസ്റ്റ് ഗ്രൂപ്പിനും പ്രത്യേക സാമ്പത്തികമേഖലാ പദവി ലഭിച്ചിട്ടുണ്ട്.

കിന്ഫ്രാ പാര്ക്കില് പദ്ധതികള് വൈകുന്നത് അനുമതി നീളുന്നതിനാല്

കളമശ്ശേരി: കേന്ദ്ര സര്ക്കാരില് നിന്ന് സമയാസമയം അനുമതി ലഭിക്കാത്തതിനാലും ഡവലപ്പര്മാര്ക്ക് യഥാസമയം മികച്ച പങ്കാളികളെ കിട്ടാതിരുന്നതിനാലുമാണ് കിന്ഫ്രാ പാര്ക്കില് നിര്മാണ പ്രവര്ത്തനങ്ങള് വൈകുന്നതെന്ന് വ്യവസായമന്ത്രി എളമരം കരീം വ്യക്തമാക്കി.

ഡവലപ്പര്മാരുടെ യോഗശേഷം വിശദാംശങ്ങള് പത്രലേഖകരുമായി സംസാരിക്കുകയായിരുന്നു അദ്ദേഹം.

സാമ്പത്തിക പ്രതിസന്ധി ആഗോളതലത്തില് വ്യാപിച്ചതിനാല് ടി.സി.ജി. ഗ്രൂപ്പിന് ബയോടെക്നോളജി സോണിലേക്ക് കമ്പനികളെ ആകര്ഷിക്കാനായില്ല. സയബന്ധിതമായി നിര്മാണപ്രവര്ത്തനം തീര്ക്കാമെന്ന നിലപാടും ഇവര് സ്വീകരിച്ചില്ല. തുടര്ന്നാണ് ഭൂമി തിരിച്ചെടുക്കാനുള്ള നടപടി സ്വീകരിക്കാന് തീരുമാനിച്ചതെന്ന് മന്ത്രി അറിയിച്ചു.

50 കോടി രൂപയില് കൂടുതല് മുതല്മുടക്കുള്ള പദ്ധതികള്ക്ക് കേന്ദ്രപരിസ്ഥിതി, വനംമന്ത്രാലയങ്ങളുടെ അനുമതി വേണം. കിന്ഫ്രാ പാര്ക്കിലെ ഭൂരിപക്ഷം പദ്ധതികളും 50 കോടി രൂപയിലേറെ നിക്ഷേപമുള്ളവയാണ്. അനുമതി കിട്ടാന് വൈകുന്നതും നിര്മാണപ്രവര്ത്തനങ്ങളെ ബാധിച്ചതായി മന്ത്രി പറഞ്ഞു.

സൂം ഡവലപ്പേഴ്സിന്റെ പ്രതിനിധികള് യോഗത്തില് പങ്കെടുക്കാതിരുന്നത് ശ്രദ്ധിക്കപ്പെട്ടു. വഴിയില് അപകടം നേരിട്ടതിനെ തുടര്ന്നാണ് അവര് യോഗത്തില് പങ്കെടുക്കാതിരുന്നതെന്ന് മന്ത്രിയും ഉദ്യോഗസ്ഥരും അറിയിച്ചു. വിഴിഞ്ഞം പദ്ധതിയുമായി ബന്ധപ്പെട്ട് വിവാദത്തിലായ സൂം ഡവലപ്പേഴ്സുമായി 2006 ഒക്ടോബര് 27നാണ് കിന്ഫ്ര കരാറിലേര്പ്പെട്ടത്. കരാറിലേര്പ്പെട്ട് മൂന്നു വര്ഷം തികയാന് വിവരങ്ങള് ബാക്കി നില്ക്കേ അടിത്തറയുടെ പണി മാത്രമേ ഏറെക്കുറെ പൂര്ത്തിയായിട്ടുള്ളു. വ്യവസ്ഥയനുസരിച്ച് മൂന്നു വര്ഷത്തിനുള്ളില് പണി പൂര്ത്തിയാക്കിയിരിക്കണം.

കാലാവധി തീര്ന്നാലേ ഡവലപ്പര്ക്കെതിരെ നടപടിയെടുക്കാന് സാധിക്കുകയുള്ളുവെന്ന് കിന്ഫ്ര അധികൃതര് പറഞ്ഞു. സൂമിന് സാമ്പത്തികപ്രതിസന്ധിയുള്ളതായും സംശയമുണ്ട്.അമേരിക്കയില് സാമ്പത്തിക പ്രതിസന്ധി രൂക്ഷമായതാണ് നെസ്റ്റിന്റെ ഇലക്ട്രോണിക് സോണ് വൈകിച്ചത്. പങ്കാളികളായ അമേരിക്കന് കമ്പനിയെ ഉപേക്ഷിച്ചാണ് നെസ്റ്റ് നിര്മാണപ്രവര്ത്തനങ്ങള് മുന്നോട്ടുകൊണ്ടുപോകുന്നത്.

കൊച്ചിയിലെ മറീന യാഥാര്ഥ്യമാകുന്നു. നവംബറില് പദ്ധതി പൂര്ത്തിയാക്കാനുള്ള അവസാനവട്ട പ്രവര്ത്തനങ്ങള് ബോള്ഗാട്ടിയില് പുരോഗമിക്കുന്നു. സംസ്ഥാന സര്ക്കാരിനുവേണ്ടി കെടിഡിസിയാണിതു നടപ്പാക്കുന്നത്. വിദേശരാജ്യങ്ങളിലെ മറീനകളുടെ മാതൃകയില്ത്തന്നെ എല്ലാ ആധുനിക സൗകര്യങ്ങളുമുള്ള കൊച്ചി മറീന വിവാദങ്ങളും തടസങ്ങളും അനിശ്ചിതത്വവുമൊക്കെ മറികടന്നാണു നിര്മാണം പൂര്ത്തിയാക്കുന്നത്. നിശ്ചിതസമയത്തു നിര്മാണം തീര്ന്നാല് രാജ്യത്തെ ആദ്യ മറീന എന്ന പദവി കൊച്ചിയ്ക്കു സ്വന്തമാകും.
ആദ്യഘട്ടം പൂര്ത്തിയാകുമ്പോള് ഏകദേശം 50-ഓളം നൗകകള്ക്ക് നങ്കൂരമിടാനാകും. മറിനയ്ക്കുള്ളില് ഇപ്പോള് 40 ഓളം നൗകകള്ക്കാണു സൗകര്യം ഒരുക്കുന്നത്. ഇവയ്ക്കു വേണ്ടി മറീന ഹൗസ്, റിക്രിയേഷന് സെന്റര് എന്നിവയുമുണ്ടാകും. എട്ടുകോടി രൂപയാണു നിര്മാണ ചെലവു പ്രതീക്ഷിക്കുന്നത്. നാലു കോടി കേന്ദ്രം നല്കും.
ആധുനിക സൗകര്യങ്ങളോടുകൂടിയ മറീന ഹൗസില് നൗകകള്ക്കു നങ്കൂരമിടാനുള്ള ഫ്ളോട്ടിങ് ഡോക്കുകള്, കസ്റ്റംസ്, റിക്രിയേഷന് സെന്ററുകള് എന്നിവയുടെ നിര്മാണമാണിപ്പോള് പുരോഗമിക്കുന്നത്. നൗകകളുടെ അറ്റകുറ്റപ്പണികള് നടത്താനുള്ള സര്വീസ് സെന്ററും ഇവിടെയുണ്ടാകും. ഇതിന്റെയും നിര്മാണം ആരംഭിച്ചു. ഇന്ധനം നിറയ്ക്കാനുള്ള സൗകര്യവുമുണ്ട്.
വിദേശങ്ങളില് നിന്നു നൗകകളില് ഇവിടെയെത്തുന്ന സമുദ്രസഞ്ചാരികള്ക്കു കസ്റ്റംസ് ക്ലിയറന്സും നടത്താം. ഒരേസമയം 40-ഓളം പേര്ക്കു താമസസൗകര്യം മറീന ഹൗസില് ഉണ്ടാകും. റിക്രിയേഷന് ക്ലബും റസ്റ്ററന്റും ഇതോടൊപ്പം തന്നെ പ്രവര്ത്തനസജ്ജമാകും. കൂടുതല് വിപുലമായ സൗകര്യത്തോ ടെ താമസിക്കാന് ആഗ്രഹിക്കുന്നവര്ക്കു പഞ്ചനക്ഷത്ര സൗകര്യം ബോള്ഗാട്ടി പാലസിലും ഉണ്ടാകും.
കൊച്ചി തുറമുഖ ട്രസ്റ്റ് കെടിഡിസിയ്ക്കു പാട്ടത്തിനു നല്കിയ രണ്ടേക്കര് സ്ഥലത്തു കണ്വെന്ഷന് സെന്റര് കോംപ്ലക്സും നിര്മിക്കും. ഓഡിറ്റോറിയം, റസ്റ്ററന്റ്, കുട്ടികളുടെ കളിസ്ഥലം, ലേക്ക് ഷോര് ഗാര്ഡന് എന്നിവ ഇതിലുണ്ടാകും.
ഡോക്കുകളുടെയും പാതകളുടെയും നിര്മാണച്ചുമതല ഷാര്ജയിലെ ഗള്ഫ് മറീനയ്ക്കാണ്. പരിചയ സമ്പത്തു കണക്കിലെടുത്താണ് ഇവരെ ചുമതലയേല്പ്പിച്ചത്. പാന് പസഫിക്ക് കണ്സ്ട്രക്ഷന് കമ്പനിയാണു മറീന ഹൗസ് നിര്മിക്കുന്നത്.
ആഗോള ടെന്ഡര് വിളിച്ചാണു കമ്പനിയെ നിര്മാണച്ചുമതല ഏല്പിച്ചിരിക്കുന്നത്. കിറ്റ്കോയാണു പ്രൊജക്റ്റ് കണ്സള്ട്ടന്റ്. ഗോശ്രീ പാലത്തില് നിന്നും മറീനയിലേക്കുള്ള രണ്ടുവരി പാതയുടെ നിര്മാണവും നവംബറോടെ പൂര്ത്തിയാകും.
പദ്ധതി യാഥാര്ഥ്യമാകുന്നതോടെ കേരളത്തിലെ വിനോദ സഞ്ചാര രംഗത്തു മറൈന് ടൂറിസം എന്ന പുതിയ ശാഖകൂടി തുറക്കപ്പെടും. രാജ്യാന്തര പായ്ക്കപ്പല് മത്സരമായ വോള്വോ ഓഷന് റേസ് കഴിഞ്ഞവര്ഷം കൊച്ചിയില് സ്റ്റോപ്പ്ഓവര് സ്റ്റേജിനെത്തിയപ്പോള്ത്തന്നെ അന്താരാഷ്ട്ര മറൈന് ടൂറിസം രംഗത്തു കൊച്ചി സ്ഥാനം നേടിയിരുന്നു.
കൊച്ചി തുറമുഖ ട്രസ്റ്റിന്റെ രാജ്യാന്തര ടൂറിസ്റ്റ് ടെര്മിനലും സജ്ജമാകുന്നതോടെ കടല്മാര്ഗം സഞ്ചാരികളുടെ വരവ് ഇരട്ടിയാകുമെന്നു പ്രതീക്ഷിക്കുന്നു. ഇപ്പോള്ത്തന്നെ രാജ്യത്ത് ഏറ്റവും കൂടുതല് ആഡംബരകപ്പലുകള് എത്തുന്ന തുറമുഖമാണു കൊച്ചി. രാജ്യാന്തര മറൈന് ടൂറിസം ഡെസ്റ്റിനേഷനായി മറീനയും ക്രൂയിസ് ടെര്മിനലും കൂടി വരുന്നതോടെ കൊച്ചിയാകെ മാറും.
ഇന്ത്യയില് മുംബൈ, ഗോവ എന്നിവടങ്ങളിലും മറീന ഒരുങ്ങുന്നുണ്ടെങ്കിലും കൊച്ചിയ്ക്കായിരിക്കും രാജ്യത്തെ ആദ്യത്തെ മറീന പദവി ലഭിക്കുക. യൂറോപ്പിലും അമേരിക്കയിലും യുഎഇയിലും നിലവില് വിപുലമായ സൗകര്യങ്ങളോടുകൂടിയ മറീനകളുണ്ട്. ഏഷ്യയില് ഇവ കുറവാണ്. തായ്ലന്ഡ്, സിംഗപ്പൂര് എന്നിവടങ്ങളില് മാത്രമാണിപ്പോള് രാജ്യാന്തര നിലവാരമുള്ള മറീനകള് പ്രവര്ത്തിക്കുന്നത്.

മൂവാറ്റുപുഴ-കാക്കനാട് നാലുവരിപ്പാത അടിയന്തര പഠന റിപ്പോര്ട്ട് തയ്യാറാക്കാന് മന്ത്രി പി.ജെ.ജോസഫിന്റെ നിര്ദേശം

മൂവാറ്റുപുഴ: മൂവാറ്റുപുഴ-കാക്കനാട് നാലുവരിപ്പാത നിര്മിക്കുന്നതിന് അടിയന്തരമായി പഠന റിപ്പോര്ട്ട് തയ്യാറാക്കാന് മന്ത്രി പി.ജെ.ജോസഫ് പൊതുമരാമത്ത് സെക്രട്ടറിക്ക് നിര്ദേശം നല്കി.

നാലുവരിപ്പാതയ്ക്കായി രൂപവത്കരിച്ച ആക്ഷന് കൗണ്സില് നല്കിയ നിവേദനത്തിന്റെ അടിസ്ഥാനത്തിലാണിത്. സിപിഎം ജില്ലാ സെക്രട്ടറി ഗോപി കോട്ടമുറിക്കലിന്റെ നേതൃത്വത്തില് ആക്ഷന് കൗണ്സില് ഭാരവാഹികള് മന്ത്രിയുടെ വീട്ടിലെത്തിയാണ് നിവേദനം നല്കിയത്. കണ്വീനര് പി.എം.ഇസ്മയില്, മുന് എം.പി.ഫ്രാന്സിസ് ജോര്ജ്, ബാബുപോള് എംഎല്എ, മുസ്ലിംലീഗ് ജില്ലാ ജനറല് സെക്രട്ടറി കെ.എം.അബ്ദുള് മജീദ്, മുനിസിപ്പല് ചെയര് പേഴ്സണ് മേരി ജോര്ജ് എന്നിവരാണ് നിവേദകസംഘത്തിലുണ്ടായിരുന്നത്.

ദേശീയപാത 47ഉം 49ഉം എം.സി.റോഡും തമ്മില് ബന്ധിപ്പിച്ച് വാഴപ്പിള്ളിയില് നിന്ന് മിനി സിവില് സ്റ്റേഷന്, പട്ടിമറ്റം, കിഴക്കമ്പലം, പള്ളിക്കര, ഇന്ഫോപാര്ക്ക്, കളക്ടറേറ്റ്, വാഴക്കാല വഴി നിര്ദിഷ്ട വൈറ്റില ടെര്മിനലിനു സമീപം എത്തുന്ന വിധത്തിലാണ് നാലുവരിപ്പാത ആവശ്യപ്പെട്ടിരിക്കുന്നത്.

എറണാകുളം-തേക്കടി സംസ്ഥാനഹൈവേയുടെ ഭാഗമായി ഈ പാത നിര്മിച്ചാല് അര മണിക്കൂര്കൊണ്ട് മൂവാറ്റുപുഴയില് നിന്ന് എറണാകുളത്തെത്താനാകും. ഇപ്പോള് ഒന്നര മണിക്കൂറാണ് യാത്ര. സ്മാര്ട്ട്സിറ്റി, വല്ലാര്പാടം കണ്ടെയ്നര് തുടങ്ങിയ പദ്ധതികള് യാഥാര്ഥ്യമാകുന്നതോടെ എറണാകുളം ജില്ലയുടെ കിഴക്കന് മേഖലയുടെയും ഇടുക്കി ജില്ലയുടെയും സമഗ്ര വികസനത്തിന് ഈ പാത ഏറെ സഹായകമാകും. ടൂറിസം വികസനത്തിനും ചരക്കുനീക്കത്തിനും റോഡ് പ്രയോജനം ചെയ്യും. ദൈനംദിനം എറണാകുളത്തുപോയി ജോലി ചെയ്യുന്ന ആയിരക്കണക്കിന് യാത്രക്കാരുടെ യാത്രാദുരിതത്തിനും അറുതിവരും.

വൈറ്റില ബസ് ടെര്മിനല് പദ്ധതിക്കായി തയാറാക്കുന്ന ഡീറ്റെയ്ല്ഡ് പ്രൊജക്റ്റ് റിപ്പോര്ട്ട് (ഡിപിആര്) 19നു മുന്പു സര്ക്കാരിനു സമര്പ്പിക്കും. കോര്പ്പറേഷനും ജില്ലാ പഞ്ചായത്തും ജിസിഡിഎയും മുന്പു തയാറക്കിയ റിപ്പോര്ട്ടുകള് മുന്നിര്ത്തിയാ ണു പദ്ധതിയുടെ സ്പെഷ്യല് ഓഫിസര് കൂടിയായ കലക്റ്റര് റിപ്പോര്ട്ട് തയാറാക്കുന്നത്. 200 കോടിയോളം രൂപ ചെലവു പ്രതീക്ഷിക്കുന്ന അത്യാധുനിക ടെര്മിനലാകും വൈറ്റിലയില് നിര്മിക്കുക.
എട്ടു വര്ഷം മുന്പാണു ജില്ലാ പഞ്ചായത്ത് വൈറ്റില ടെര്മിനലിനായി റിപ്പോര്ട്ട് തയാറാക്കിയത്. 2001 ലേതിന്റെ ഇരട്ടിയോളമായി ഇന്നു നഗര ത്തിലെ ഗതാഗതത്തിരക്ക്. പുതിയ കണക്കു പ്രകാരം 3000 ബ സുകളും 6000 ടാക്സികളും പ്രതിദിനം കൊച്ചിയിലെത്തുന്നു. ഇതിനു പുറമേയാണ് ഓട്ടോ റിക്ഷകളും മറ്റു സ്വകാര്യ വാഹനങ്ങളും.

കെഎസ്ആര്ടിസി ദീര്ഘദൂര ബസുകള് നഗരത്തിനു പുറത്തു നിര്ത്തി ഗതാഗതത്തിരക്കു കുറയ്ക്കുക എന്ന ഉദ്ദേശ്യത്തിലാണു ജില്ലാ പഞ്ചായത്ത് റിപ്പോര്ട്ട് തയാറാക്കിയത്. ഐസിഐസിഐ - കിന്ഫ്ര തയാറാക്കിയ റിപ്പോര്ട്ട് പ്രകാരം 30 കോടി രൂപയാണു പദ്ധതിച്ചെലവ്. എന്നാല് 200 കോടിയോളം ചെലവില് അത്യാധുനിക ടെര്മിനല് നിര്മാണമാണ് ഇപ്പോള് സര്ക്കാരിന്റെ പരിഗണനയിലുള്ളതെന്നറിയുന്നു. കോര്പ്പറേഷന് പരിധിയിലായതിനാല് ഗതാഗത വികസനത്തിനു കേന്ദ്ര ഫണ്ട് ലഭിക്കും.
ഇതു കണക്കിലെടുത്തു കോര്പ്പറേഷന് - ജില്ലാ പഞ്ചായത്ത് - ജിസിഡിഎ എന്നിവരുടെ സംയുക്ത സംരഭമായാണു പദ്ധതി പൂര്ത്തീകരിക്കു ക. മേല്നോട്ടച്ചുമതല തദ്ദേശ സ്വയംഭരണ വകുപ്പിന്.
നിരവധി വന്കിട വ്യവസായ പദ്ധതികള് കൊച്ചിയില് നിര്മാണത്തിലിരിക്കുന്ന കാര്യവും ഡിപിആര് തയാറാക്കുന്ന കമ്മിറ്റി ഗൗരവമായി പരിഗണിക്കുന്നു ണ്ട്. വല്ലാര്പാടം കണ്ടെയ്നര് ടെര്മിനല്, എല്എന്ജി ടെര്മിനല്, സ്മാര്ട്ട് സിറ്റി, ഓഷ്യനേറിയം തുടങ്ങിയ പദ്ധതികള് പൂര്ത്തിയാകുന്നതോടെ ഗതാഗത അടിസ്ഥാന സൗകര്യങ്ങളും വികസിക്കണം.

Bus terminal: KITCO prepares report

KOCHI: The Kerala Industrial and Technical Consultancy Organisation (KITCO) has completed a survey report on the land and roads that would have to be developed for the proposed integrated bus terminal at Vytilla.

The agency had been entrusted with the work following the meeting convened by the State Government. A senior KITCO official said that apart from the survey of the 25 acres land owned by the State Agriculture Department, a survey of roads within a km of the terminal that ought to be developed too is ready. The views of experts on how best to construct the bus terminal would be compiled and a technical-feasibility report presented to the District Collector by September 12. Much thought has to go into how traffic ought to be managed at Vytilla Junction and side roads once the terminal is ready, he said.

A project report on the bus terminal, prepared by the Centre for Public Policy Research, had comprehensive details of how 15 of the 25 acres of land would be used for the bus terminal. There would also be parking space for private vehicles. The balance 10 acres could be developed into a green belt.

Travancore Rayons stakeholders to meet on September 15

KOCHI: A meeting of trade unions, management and the new promoters of Travancore Rayons, Perumbavoor, will be convened at Aluva on September 15.

This was a decided at a meeting of the stakeholders at Aluva on Saturday.

New promoters

The new promoters, Midland Commercial Engineering LLC, Dubai, will submit a report on the proposal to the management by September 10.

It will be discussed at a meeting of the coordination committee of the trade unions on September 12.

Managing director of the new promoting company, Nissar Muhammed, was present at the meeting on Saturday. UDF convener P.P.Thankachan, Saju Paul, MLA, and trade union leaders were present.

The meeting is understood to have taken a decision to complete the formalities by September 30 so as to submit the relevant information to the court to facilitate the takeover by the new promoter.

The government will convene a high-level meeting on receipt of the final proposal, according to sources.
