another quote from your post...

Quote:
...someone... finally realized that this body lacked the minimum number of participants required to function. An assistant director of the city’s planning department politely uttered “oh shoot,” and confessed this was “very problematic.” Instructing the clerks to record what happened, they apologized to the applicants for this huge mistake.
theres lots of other things in that post everyone should read.

but,

are you kidding me?!?! again?!?! wtf is wrong with these god damn idiots.

Just to be clear, this is the full report of the April 2022 meeting who's result was teased a few weeks ago.

That said, this marks the second time within four years that this has happened, which is pretty mind blowing (the February 2018 review for 3070 Kingway was the first).

Is this green rooftop accessible for normal people? I really think Vancouver needs to do a better job of utilizing roof top floor space. Such a decently size place with roof top greenaries should become something like a rooftop community garden. If you live in one of those high rises in downtown, you see all these empty rooftop doing nothing and it makes me sad.

No, it'll just be a green wall.
Other parts of the Pacific Centre roof are amenities for the hotel and the office towers.

To celebrate this milestone anniversary, Cadillac Fairview and TD have partnered to create a vibrant outdoor patio space on TD Plaza that includes a parklet adorned with seasonal flowers, enhanced seating and a colourful mural designed by local artist Tiffany Royrock. The installation will be on display mid-July to Fall 2022 and is available for public use. Visit the link to learn more about TD Tower's historical timeline.

It's a very sad little wooden planter box.

It would be interesting to see how much time it works out per sq. meter of roof.
