Coney Casino Developers Continue Community Input in Brooklyn

Paul Pippin, chief operating officer of Global Gaming Solutions, and Saratoga CEO Sam Gerrity recently spoke with Casino.org to discuss the latest on their multibillion-dollar integrated casino resort bid for New York City.

The executives believe their bid — which seeks to place a towering resort on the Coney Island Boardwalk at Surf and Stillwell avenues near the iconic Cyclone roller coaster and Wonder Wheel Ferris wheel — best satisfies the application conditions set forth by the New York Gaming Facility Location Board. The Board is tasked with fielding applications for the coveted licenses, which are to cost a one-time $500 million upfront fee.

'We can bring immediate economic development to Coney Island,” Gerrity said. “Our area really needs a boost. The casino would bring in new businesses that would bolster the area as well.”

The Gaming Facility Location Board says it will select the three winners based on a weighted scale consisting of four factors. Economic activity and business development are weighted at 70%, while local impact siting, workforce enhancement, and diversity framework each account for 10%.

“Coney Island just makes sense,” Pippin said as it relates to the grading criteria. “When you look at the employment, the seasonality … we can completely reactivate the whole Boardwalk area into a new entertainment district. We can make it a truly destination resort again.”

he Coney recently gained the first backing from a NYC Community Board with Brooklyn’s Community Board 11. Though the board represents an adjacent neighborhood, Pippin and Gerrity said that the development team continues to field additional support for the project. A boots-on-the-ground campaign has garnered more than 10K signatures in support from area residents.

The executives told Casino.org that gaining local input — both support and pushback — is a hallmark of how they go about developing a casino and integrating a gaming resort into a community.

"We’re excited there’s momentum,” Pippin said of the Community Board endorsement. Pippin said the group continues to update its bid based on the public’s contributions. “We want to make sure we’re taking the feedback and addressing their concerns.”

Those concerns are largely the typical worries that come with a possible new casino, including claims that gambling leads to higher incidences of crime, bankruptcy, higher rents, and increased property taxes.

“It’s always been our desire to engage with the community. That’s paramount for us,” Gerrity added. “It’s a two-way street. It’s extremely helpful for them to educate us on their biggest concerns. The more we can engage, the more we reach mutual solutions.”

The casino developers say they’re strategizing ideas to counter other concerns, one being the claim that an integrated resort entraps guests. Pippen said an idea is allowing the casino’s loyalty program to be used at local businesses to encourage resort guests to patronize Coney Island’s established restaurants, retail shops, and boardwalk vendors.

As for congestion worries, Pippen and Gerrity said they’d work with the MTA upon receipt of a gaming license to establish express subway service and expand ferry routes to and from Coney Island.

As for jobs, the executives said Coney Island residents would be sought to fulfill many of the expected 4,000 positions that would come to the People’s Playground.

The bidders are awaiting the Gaming Facility Location Board’s responses to the agency’s second round of questions. Once the board issues its responses, qualifying bids will have 30 days to formally submit their casino applications.

At the same time, each bid the Gaming Facility Location Board deems qualified will begin having its six-person community advisory committee (CAC) formed, seats that are appointed by state and local government officials.

Each CAC will work with the casino developer to finalize the bid. CACs that ultimately vote against the project will be dismissed.

The minimum tax rates for the new casinos will be 25%, but it was also stated that it was possible different ilcensees would have different rates. Either way, the state stands to make a killing with the new casinos.

Betting on Manhattan: Soloviev Group CEO says he likes his chances of being considered for downstate casino proposal

This would be the first U.S. property for the hotel chain, known for luxury wellness getaways.

The name of the project is Freedom Plaza, and it would be housed on the largest undeveloped lot in Manhattan - located just south of the UN headquarters on First Avenue between 38th and 41st streets.

The Field of Light is currently on the site of Freedom Plaza, a free public art installation that features about 19,000 lights - made possible by the Soloviev Foundation.

Hershman says they have much more than art in mind for the land. His hope is for a $10 billion mega mixed-use destination that would include an underground casino, two residential towers, a 1,200-room hotel - and even a museum that is dedicated to democracy.

"When they announced last year that they were going to award three downstate casinos, we started to change our plans because we thought this would be a perfect site for it," he says. "Our plan is to build an integrated resort for the community, really for the city and for the world. And we've had a lot of community input as what they would like to see."

What could be their ace in the hole with the state Gaming Commission are plans to build more than 500 units of affordable housing at the site.

"In recent history, there's been virtually no affordable housing built in this district," he says.

Hershman says the Soloviev Group feels that luck is on their side.

"I think that our plan is better than just about any other that I've seen," he says.

Email Misfire Adds Drama to the War for a New York Casino License
An errant email has led to collusion accusations and subpoenas, illustrating the cutthroat environment surrounding the battle for a casino license in New York.

In the billionaire-versus-billionaire contest to open a casino in the United States’ last, great untapped gambling market, an errant email can become a dangerous weapon in an opponent’s hands.

That is a lesson that Steve Cohen, the New York Mets owner, and Hard Rock International, his casino partner, have learned the hard way in recent weeks.

The central players in this episode of casino palace intrigue include Mr. Cohen’s team and a rival casino interest: Las Vegas Sands, which wants to build a resort at the Nassau Coliseum site on Long Island, roughly 16 miles east of Mr. Cohen’s proposed casino development at Citi Field.

The problem began when one of Mr. Cohen’s lobbyists inadvertently sent a short strategy note to a Sands executive.

At first blush, the substance of the email seemed relatively harmless, reflecting a routine effort by a lobbyist, Michael McKeon, to touch base with Hofstra University, which opposes the Sands project because of its proximity to the campus.

Mr. McKeon wanted to let the Cohen team know that he would ask Hofstra if it planned to contest Sands’s effort to proceed with its development plans, even after a judge’s ruling seemed to complicate its control of the site.

“I am checking with Hofstra to see if they will oppose this move,” he wrote.

But in that single sentence, Sands supporters saw an abomination.

The email quickly found wider circulation. Public accusations of collusion were made. Subpoenas were issued. And a brouhaha was underway.

At stake are three licenses for full-fledged casinos in the New York City area, at a time when developers are facing a languishing office market. The opportunity has caused a stampede among the nation’s leading real estate operators and casino companies, including the Hudson Yards developer Related Companies and its partner Wynn Resorts, which want to build a casino on Manhattan’s Far West Side; SL Green Realty Corporation and Caesars Entertainment, which want to put a gambling hall in Times Square; and Bally’s Corporation, which wants to create a betting house in the Bronx, at the site formerly known as Trump Golf Links at Ferry Point.

There is a casino proposal for Coney Island, and another for Midtown East. Larry Silverstein, the World Trade Center developer, is expected to bid. So are the region’s two existing electronic game emporiums, whose owners would like to transform their properties into full-scale casinos.

But few contenders have been as aggressive in their public pursuit of community support as Las Vegas Sands and the Cohen team. To bolster its $6 billion bid, Sands has courted Nassau County with sports clinics featuring the megawatt soccer celebrity David Beckham and the golf star Collin Morikawa, and promises of multimillion-dollar payments to both the town of Hempstead and Nassau County.

Mr. Cohen and Hard Rock have hired an army of consultants to convince politicians and community leaders that their $8 billion proposal for a casino next to Citi Field, known as Metropolitan Park, will invigorate the local neighborhood with top-tier live music, bountiful parkland and thousands of jobs.

And they have been paying one consultancy, Mr. McKeon’s firm, Actum, at least $45,000 a month to aid their efforts.

To that end, at 4:19 p.m. on Jan. 5, Mr. McKeon sent an email to Michael Sullivan, Mr. Cohen’s chief of staff and Sean Caffery, Hard Rock’s senior vice president of business and casino development. The email was also supposed to go to Edward Tracy, the chief executive of Hard Rock Asia, according to a consultant on the project. Instead, the email was sent to Tracey Edwards, a Sands executive, according to two people familiar with the email’s trajectory.

By Jan. 11, the contents of the email had found their way from Ms. Edwards’s inbox to an opinion piece in Newsday, the Long Island newspaper.

By the night of Jan. 16, Howard Kopel, the pro-Sands presiding officer of the Nassau County Legislature, had issued subpoenas to Susan Poser, the president of Hofstra University.

By Jan. 17, the email itself — with Ms. Edwards’s name redacted by a thick black box — had found its way onto an oversized poster board that served as a prop for a news conference at which Bruce Blakeman, the ardently pro-Sands Nassau County executive, accused Hofstra and the Cohen team of potential “collusion.”

But even if Hofstra and the Cohen bid had been talking, the argument that such communication was illegal is unlikely to hold water, according to Bennett Liebman, a government lawyer in residence at Albany Law School.

State gambling regulations forbid collusion among competitors to prevent casino bidders from conspiring for their mutual benefit. An example would be proposing artificially low tax rates, Mr. Liebman said, adding, “It’s a nice talking point, but I don’t think it really is a valid legal argument.”

The state’s process for choosing a casino site is moving forward, albeit slowly. The State Gaming Commission has been putting together responses to hundreds of questions from potential bidders. Thirty days after the commission formally releases the answers to those questions, the bidders’ applications will be due, and their laborious procession through the approvals gantlet will begin.
Eliminate them both.

New York Casino Licenses Could Be Awarded in 2025

By some accounts, the widely anticipated announcement arriving in the first quarter of 2025 amounts to an ambitious timeline. Fueling speculation that it could be a while before the victors in the New York casino competition are revealed is the fact that Gov. Kathy Hochul’s (NY-D) budget doesn’t include revenue from the licensing fees the winning bidders would pay to the state.

That budget runs through March 31, 2025. The exclusion of that revenue in the recently proposed budget is bad news for New York because it was expected that the three winners would pay at least $500 million apiece, if not $1 billion each, for the permits.

The specter of the New York casino permit award process dragging into 2025 jibes with prior commentary from some industry observers, some of whom have dubbed the competition a “circus.”

As reported by Newsday, “the next big milestone” in the New York casino bidding process is when the Gaming Facility Location Board, which is controlled by the New York State Gaming Commission (NYSGC), reveals a second round of questions for interested bidders.

The answers to the first round of queries were released last August and the second batch of questions were submitted last October, but it’s not clear when the latest answers will be released. That’s pivotal because those updates could hold important clues for gaming companies and determine whether or not they move forward in New York.

After the Gaming Facility Location Board posts those answers, a 30-day window would open in which casino operators could submit bids to the state. There’s chatter that bidding submissions could start before the end of the current quarter, but that appears to be no more than hopeful speculation.

Beyond New York’s slow-moving regulatory process, some operator-specific issues need to be resolved as well. For example, Bally’s (the Bronx) and Mets owner Steve Cohen and Hard Rock International (Queens) need policymakers to remove parkland designations from their desired sites.

On Long Island, Las Vegas Sands and Nassau County are tussling with Hofstra University, which alleges the county violated New York open meeting laws in its transfer of the Nassau Coliseum lease to the gaming company.

Should the casino permit award process gain momentum, and if those operators cannot resolve those respective issues, it’s possible they could be caught flatfooted and miss out on the chance to vie for a casino license in the largest US metropolitan area.

The proposal by billionaire Mets owner Steve Cohen to build a casino, park and entertainment complex on the parking lot adjacent to Citi Field, using one of three available downstate casino licences, has faced uncertainty in the face of competing bids, regulatory obstacles and community opposition.

At a forum in Corona on Wednesday night, state Sen. Jessica Ramos said she would make a decision about whether to support a parkland alienation measure by the end of the legislative session in June – after considering more feedback from residents – that would remove a critical statutory hurdle.

“This is a really important decision, and I do think that still not enough community members know about either proposal, or that there is this possibility of a casino coming and our community does deserve to know,” Ramos told reporters after the town hall at the New York Hall of Science.

“So I’m going to continue trying to inform and educate the public about land use and I hope to come up with a decision by the end of session,” she added.

Since Cohen announced his casino plan, a second proposal called Phoenix Meadows to build a 68 acre public park on the site with subterranean parking space – backed by a dueling coalition of Queens organizations called Flushing for Equitable Development and Urban Planning, also known as FED UP – has emerged as an alternative.

Both groups presented their visions at the town hall Wednesday, which was the third organized by Ramos since last spring.

In order to be considered for use as a casino, state lawmakers must first authorize a land-use change for the parking lot, which sits on land currently designated for public parks. Last year, Assembly Member Jeffrion Aubry, who represents the part of Corona containing Citi Field, introduced legislation to do so. Ramos, his counterpart in the state Senate, did not, citing the need for more community input.

“I’m going to include that in our (request for application) so our feet are held to the fire and we can’t open the doors to that building and get the license to operate until we’ve delivered on what we’ve promised,” Sullivan said shortly after at the town hall.

The park, they said, would also spur economic activity in the surrounding neighborhood, driven by foot traffic. “This is just a platform. This is not a full design,” said Gita Nandan, an architect with Thread Collective, a landscape design firm, that is working on the proposal. “This is the beginning of a community engagement process where we hope these 65 acres can be given back to the community for your use.”

I’m with Phoenix Meadows. That location doesn’t need a casino, in the face of so many alternatives. But it’s also parkland that should be more than just a park. Cohen should get on board with that if it’s just about the community.

Activists call on Ramos to oppose Cohen’s plan, back theirs instead

Over 100 Flushing residents and activists marched from Lippmann Plaza — the pedestrian walkway between 39th and Roosevelt avenues — to Citi Field last Saturday to protest Mets owner Steve Cohen’s Metropolitan Park plan, which would convert the Citi Field parking lot, which is legally parkland, into a casino, hotel, concert hall, food hall and 25 acres of green space, five of which would be dedicated to athletic fields.

Organized by the Flushing Anti-Displacement Alliance, the march urged area elected officials, specifically state Sen. Jessica Ramos (D-Jackson Heights), to oppose Cohen’s plan outright and to instead support the “Phoenix Meadows plan,” a proposal from the Flushing Equitable Development and Urban Planning Coalition — of which FADA is a member — that would convert the stadium parking lot into a 65-plus-acre public park with amenities such as sports fields and a pool, in addition to restoring abandoned wetlands. The park would sit atop vertical parking garages such that there would be no net loss of parking or change in traffic flow, supporters say.

Cohen is one of roughly a dozen applicants for one of the three downstate casino licenses that the New York State Gaming Commission is slated to grant this year. It could be accepting applications for them any day now. Even if he receives a license, Cohen’s casino plan can only come to fruition if state lawmakers alienate the public parkland for a casino.

Protesters urged her not to introduce alienation legislation with chants of “Ramos, don’t be bought” and “Ditch Cohen’s casino plan, this is the people’s land” as they held signs that read “Parkland over profit” and “Don’t gamble with our community” amid the bustling Roosevelt Avenue traffic. Speakers also requested that attendees flood Ramos’ Instagram and X accounts with comments and footage from the march.

Although the ball may be in Ramos’ court at the moment, other area elected officials were not immune to marchers’ wrath; chants of “Ron Kim, where are you?” erupted outside The Shops at Skyview.

FADA and the FED UP Coalition are calling on elected officials to leverage federal and state dollars to fund Phoenix Meadows instead of Cohen’s plan.

“The federal government has billions of dollars in public funding to support environmental justice projects, and this is a definition environmental justice project that those funds are meant for,” Zeke Luger of FADA told the Chronicle. “There is lots of opportunity to reinvest in our communities, and it’s the job of people like Senator Jessica Ramos to find that funding and reinvest in our communities.” He said the group has spoken to “all of the local Flushing elected officials” about the plan, as well as Ramos.

While some cars inching along Roosevelt Avenue honked in support of marchers, not everyone shared those sentiments. During a speech outside The Shops at Skyview, one person shouted, “We want a casino,” much to protesters’ chagrin, who fired back with their own “No casino” chants.

Freedom Plaza is eponymous after the open patch’s current name, as can be seen on Google Maps. There, BIG has envisioned a 4.1 million-square-foot complex just south of the UN replete with residential and hotel towers, a museum, and a casino. From across the East River, Freedom Plaza will anchor two residential towers to the south, and two hotels to the north and west.

The residential towers will be 50 and 60 stories, and contain 1,325 apartments; both hotels will be 51 stories high and fitted with 1,200 rooms. The latter will accommodate New York City’s first five-star Banyan Tree Hotel and a Mohegan Hotel, plus a conference and entertainment center.

The towers by BIG will complement the UN Headquarters with their striped glass and aluminum facades, connected at the base by a podium that will house restaurants, a food market, community spaces, a daycare, and other amenities, the architects said. The complex will also feature retail and restaurants, and even a new cultural institution fitting for its location, dubbed the Museum of Freedom and Democracy.

Upon completion, the venture will yield a 4.77-acre, publicly accessible plaza (roughly the same size as Bryant Park) on the East River designed by OJB Landscape Architecture. The plaza by OJB will provide much-needed open space in a part of Manhattan that lacks access to it, offering a children’s play area, a dog run, and an event lawn with a bandshell for hosting al fresco events.

“The museum is an idea I’ve had for many years now, close to 18 years, actually,” Hershman added. “There is no museum that’s dedicated to freedom and democracy. Today, because of the threat to democracy around the world, and the growth of authoritarianism, it’s become even more important to have something like this; especially in New York, a place people around the world look to for leadership.”

“Because of our unparalleled location, brands and project scale that will attract global attention and generate maximum revenue, Wynn New York City will generate more direct jobs, taxes and benefits than any other bid,” a spokesmen for the project said in a statement.

Order in rank of who I think has the best shot, at least if they could make it past the selection committee to the approval committee:

1- Related, Hudson Yards, Wynn
2- SL Green, Times Square, Caesars
3- Thor, Coney Island, Saratoga, Chickasaw
4- Sands, Long Island
5- Silverstein, Hudson Yards
6- Soloviev, Con Ed
7- Cohen, Flushing Meadows, Hard Rock
8- Ballys, Bronx
9- Resortsworld, Aqueduct
10- MGM, Empire City
11- Saks, Fifth Avenue

I ranked the proposals in that order based on the criteria of the bid, which is 70% based on economic development (development, job growth, economic impact on surrounding businesses). That’s what people who just keep repeating what others have said don’t realize when they say the 2 racinos are the most likely to win a license. If it were simply about getting a license to run, that would make sense. But it’s far more than that.
