Windows are allowed where a building borders a street or an alley. It becomes an issue where a building borders another lot that can potentially be built on. On the west side of this building, above the parking levels, the units are set back away from the border of the next lot. That is likely why they are able to have windows on that side. They wouldn't butt up to anything that could potentially get built there.
