Attendance numbers are sometimes the number of tickets sold, and sometimes the number of tickets scanned at the doors. The method used varies unfortunately.
As for today's game, Ticketmaster only had single seats remaining when I checked late-morning, which would imply tickets sold were above 8500.
At the game there were a lot of empty seats between the bluelines, where it's virtually all tournament pass holders (many obviously won't attend every game especially one on a workday at 5pm). My attendance guess was 7000, so if 6438 is legit, then it's surely the number of people through the doors, not the number of tickets sold.
I've seen world junior games elsewhere where we could easily count the number of fans during a TV timeout.... and the number was always a fraction of what ended up being announced.
