Regina budget: City council declines to backtrack on plans for EV buses, new aquatic centre

Tsiklis asked if it would be possible to knock $25 million off the price by scrapping waterpark amenities. A similar suggestion had been made back in July, but it was rejected.

Instead, council chose at the time to approve an increased budget of $313.6 million to proceed with the original version.

“I would really like to see us use some common sense. It’s a $300-million pool for a 240,000-person city,” Tsiklis said Thursday.
Autumn Dawson, director of planning and development, said the IAF is already into “pre-construction.” About $10 million has been spent so to pull elements would mean stopping for “a significant redesign” and cost update, she added.

Chief financial officer Daren Anderson said reducing the design now still wouldn’t change the debt required in 2026. Williams again advised that such a move could risk legal action for breached contracts and force Regina to return federal and provincial funding.

“This is something every member around this table decided to move forward on,” reminded Bachynski. “I ask, respectfully, if this is a good use of our time given I’d estimate there is an extremely high likelihood it’s an exercise in futility.”

Acting city clerk Amber Ackerman ruled that any changes to the IAF would require a reconsideration motion to reopen the July decision.
