Supply issues in Sask. housing market likely to persist despite steady interest rate

With Canada’s central bank holding its key interest rate steady at 2.25 per cent, the Saskatchewan Realtors Association says mortgage holders won’t face any immediate payment shocks.

However, Tyler Hudy, the association’s vice president of public affairs and communications, said issues within Saskatchewan’s housing market still persis

At a municipal level, Hudy said cities issuing permits faster would aid in the construction of homes, and he praised the efforts he’s seen in both Regina and Saskatoon, commending Regina in particular for posting permits on a more frequent basis.

On the provincial side, Hudy said the Government of Saskatchewan needs to provide funding to make homes across the housing continuum attractive. He pointed to the secondary suite program and the PST exemption on new homes as measures that will help address the supply issue.

Federally, Hudy said the Government of Canada has to make investments in infrastructure to allow for more homes to be Built .

Tsiklis asked if it would be possible to knock $25 million off the price by scrapping waterpark amenities. A similar suggestion had been made back in July, but it was rejected.

Instead, council chose at the time to approve an increased budget of $313.6 million to proceed with the original version.

“I would really like to see us use some common sense. It’s a $300-million pool for a 240,000-person city,” Tsiklis said Thursday.
Autumn Dawson, director of planning and development, said the IAF is already into “pre-construction.” About $10 million has been spent so to pull elements would mean stopping for “a significant redesign” and cost update, she added.

Chief financial officer Daren Anderson said reducing the design now still wouldn’t change the debt required in 2026. Williams again advised that such a move could risk legal action for breached contracts and force Regina to return federal and provincial funding.

“This is something every member around this table decided to move forward on,” reminded Bachynski. “I ask, respectfully, if this is a good use of our time given I’d estimate there is an extremely high likelihood it’s an exercise in futility.”

Acting city clerk Amber Ackerman ruled that any changes to the IAF would require a reconsideration motion to reopen the July decision.

Regina mayor reflects on first year, major challenges and 2026 plans
Regina Mayor Chad Bachynski discussed his first year, the ongoing homelessness challenge, and his hopes for 2026.
To keep Costco within the city, council passed a motion in May to fork over $6.78 million from Regina’s land development reserve.

In the provincial auditor’s report, they noted better communication between the city and GTH could have avoided the payout. In the meantime, the NDP has asked the provincial government to reimburse the city.

“I would be more than happy if we had a cheque for Christmas to be paid back,” said Bachynski.

Since the incident, Bachynski has talked with the GTH and provincial government on the matter.

“[So], we will have those lines of communication open if and when a deal or anything like this would ever come up again.”

Bachynski also stressed how the GTH and Regina benefit from each other.

“The GTH is an asset to the city in terms of creating opportunities for industrial development. Regina is an amazing city that can, you know, have the trades and skills and the workforce that can work out at the GTH.”

Do the right thing Scott Moe you promised to do better for the cities so far we haven’t seen anything

A formal opening announcement has not yet been made by the company, but a similar Applebee’s and IHOP location was opened in Winnipeg earlier in 2025.


An Applebee’s restaurant was previously located in south Regina, while another in east Regina has rebranded.

IHOP does not currently have any locations in Saskatchewan.

It’s unclear how much revenue the Foo Fighters show will generate for REAL, an arms-length municipal corporation that runs multiple city-owned facilities and sports venues within REAL District. That includes Mosaic Stadium, the Brandt Centre, International Trade Centre, Co-operators Centre and others.

REAL is projected to turn a profit of $394,000 in 2026, according to its latest budget submission to Regina’s executive committee. If that forecast proves accurate, it would be the organization’s first year in the black since 2021.

They wouldn’t have much to report just about the sewer pipe and toilet mayor all money are going into this. Everything else is being left behind. Regina will be 70 years behind Saskatoon because of the stupidity and where is the pool that was supposed to start to Construction six months ago probably cost another 15 million by now they’re so dumb. I guess they like pretty photo shoots.

Saskatchewan's two biggest cities also saw growth this year. Compared to 2024, Saskatoon's employment was up 4,000, an increase of 2.0 per cent, and Regina's employment was up 6,500, an increase of 4.5 per cent.

Industries that saw the largest job gains from 2024 were health care and social assistance, up 9,000; construction, which increased by 5,000, and agriculture, which increased by 1,600.
Hard to believe that Regina is doing better than Saskatoon on the drop front why?

BACHYNSKI: Oh, good question. Well, the look of construction, maybe, is one of them. I think we’ve got some acting positions filled. I think just in the interest of continuing down the path of looking for more stability. I’d like to get our city manager position solidified through 2026 and just make sure we’re in a position where we have some stability in the organization going forward and really be ready to tackle all the challenges and decisions in front of us.
This guy doesn’t have a clue construction on sewer are not major construction projects. He fails to mention anything of the library.

New StatsCan population estimates are out and have Regina at 291K as of July 1st, 2025. That's a growth of nearly 31K from 2022-2025. This story should be told by the city as it promotes itself to industry, investors and developers.

Cargill on track to start-up canola crush facility this spring

Cargill's canola crush facility in Regina is expected to be operational this spring.

The project started in 2022 and was originally set to open last fall but was delayed due to construction challenges and economic factors.

Christopher Kuntz, a grain marketing advisor for Cargill's Davidson and Clavet locations, says it's a good feeling to finally have the facility come online.

"I know we've been talking about this piece of infrastructure being built for well since like 2018, 2019. So having an end in sight and getting that up and running for our customers this spring is a happy event for everybody involved." he said.

The plant is located on the west end of Regina, in the Global Transportation Hub for better access, Kuntz said.

"It gives us an opportunity to really pull in canola from a number of different areas without having to actually go through the city of Regina, which could be a bind. Access to a couple of different rail lines as well is very important when you're setting up a crush plant. So that being out in the hub just fit all of those different pieces and it really will allow our customers to get in and out of that location with the least amount of pain."

Once operational, the facility is expected to have an annual production capacity of 1 million metric tonnes, according to Cargill's website. Crude canola oil for food and biofuel markets and canola meal for animal feed will be produced at the plant, according to a news release from July 16, 2024.

President of Cargill Canada Jeff Vassart was quoted in the same release as saying the plant will expand domestic and global marketing opportunities for vegetable oil, high quality meal and biofuels.

We’re building Canada’s first large-scale, non-wood pulp mill - turning leftover cereal straw (wheat, oats, barley) into premium, sustainable pulp and valuable by-products.

Our flagship facility, based in Regina, Saskatchewan, is scheduled for construction in Q1 2026, with full commercial operations expected by 2028. When operational, the plant will convert ~400,000 tonnes of straw per year into ~200,000 tonnes of market pulp + ~30,000 tonnes of co-products, while creating 130+ permanent jobs and delivering ~$1.7 B in economic benefits over its first decade.

More than just pulp, this project supports farmers with a new revenue stream, reduces the carbon footprint of fibre production, and helps advance a circular, climate-positive economy.

SaskPower announces 100-MW solar project near Regina
Known as the Mino Giizis Solar Energy Facility, the site will be one of the province’s largest solar facilities.

Included in the alliance are the Cote First Nation, the Key First Nation, Kinistin Saulteaux Nation, and Zagime Anishnabek.

The four First Nation groups released a statement on the announcement.

"The Mino Giizis solar project through the Anishinabek Power Alliance shows what genuine partnership looks like: shared power, shared responsibility, and shared benefit. Our nations see this is a way to move into the future without harming the land, while creating much-needed revenue and employment opportunities for our people. Rooted in the spirit of Treaty and our responsibility to future generations, this historic moment is taking our nations to another level in Treaty 4 Territory.”

Meanwhile, the other 50 per cent will be owned and operated by Neoen Holding Canada Inc.

Ryan Dick, Neoen's province director for Alberta and Saskatchewan called the southern portion of the province an ideal spot for the facility.

“SaskPower targeted south-central Saskatchewan where they wanted the procurement to take place, and so that's where we began our perfection in order to site the project.”

With 2 or 3 crush plants the size of the previously proposed Viterra one they could consume all the canola that went to China. Yet we are seeing projects cancelled / delay and not additional ones getting started.
