Will there be any penalties or is the City so antsy to have the site developed they'll look the other way?

The RFP for Knipe Village (True North Studio) was stipulated to have affordable housing as part of its design. After they won, that aspect of the project was replaced with more office and the City has yet to say anything.

I looked at the agreement (search for Medistar in the city clerk document portal) and they have 2 years from April 2019 to commence construction and there don't appear to be any penalties for non performance other than losing the $100k application fee. They have some time still.

The agreement says the 150 room hotel would have been an Intercontinental. Ouch.

I asked the city some questions about its loss. That sounds like a breech of the agreement.

Update:

The procurement officer emailed me back stating the following: "Due to the changing economy and the related adverse impacts of COVID-19, the developer is considering a number of changes to the project proposed for the Central Station site, including additional student housing and market rate housing units as well as removing the hotel portion. No final determination has yet been made. The City has not received a formal request to remove the hotel, but if requested it will require formal City Council approval. Any negative financial impact on the return to the City resulting from an approved change, however, will be de minimis."

Well, by the time this is done, 2 or 3 years from now, I feel like we will definitely still need many hotel rooms downtown. Unless the funding is just not there, I feel like a hotel should be implemented into the project.

Good; this is one of the most important projects proposed downtown with a decent shot at happening ever IMO. JSED would be above it if it ever stood a chance.

This lot bridges so many important zones of downtown in a way that no surrounding parcel ever will unfortunately. Imagine what WVB could turn into if the Security Building were redeveloped into a boutique hotel with retail along the ground (heck, I'd take the retail), if the US Bank Garage was redeveloped into a condo tower, the Govt. midrise on 1st Ave/VB redeveloped after Central Station relocation into a mixed-use office tower, the Chase Plaza was lined with *anything*?

Anyway, not happening, but this is really the modern center-point of downtown, and the light rail and transit convergence only adds to its importance. To get a block developed with so many different uses (student housing, residential, hotel, office, retail), fronting such major streets, and addressing its surroundings in this way (i.e., Civic Space integration) is such a major step forward from the single-use, private-access residential tower originally planned.

A major upscale brand on-site is definitely a key component.

Too bad the design, like every other tower going/gone up, is so ugly. =/

May have been an error - I emailed the person on the site a few weeks ago. Perhaps they realized it was outdated information and got their ‘web guy’ to fix it.

That's what I think it was...misinformation on the project relayed to the web designer.

While i want to also thing it was a caching issue, I think that the city confirmed they were thinking about removing the hotel. So maybe they jumped the gun on putting these changes on their site, then realized it's better to go back to what they had if/until changes are decided upon.

CAN the city remove the hotel from the RFP even if the developer would like to keep the hotel component?

The city isn't removing anything. What I was referring to was a member who posted on the previous page the response he got from the city that indicated the developer was considering pulling the hotel portion.

So I was on Medistarcorp.com and noticed a new rendering which is only showing 32 floors

link is below, the website still states 37 floors, however the weblink says NEW-2020-05-27, hopefully they is not confirmed
